New letter from Ümit Özdağ, currently detained in Silivri: 'PKK proposes establishing a new state'

Zafer Party Chairman Ümit Özdağ has sent a letter to Sözcü columnist Saygı Öztürk.

Özdağ, who is currently detained in Silivri Prison, evaluated the new reconciliation process architected by MHP leader Devlet Bahçeli, stating: “The real strategic gain will be obtained by Öcalan and the 'Greater Kurdistan' cadres. The PKK terrorist organization is only halting the activities of the PKK itself.”

In his letter, Özdağ also addressed the terrorist organization PKK's targeting of the Treaty of Lausanne, which serves as the title deed of the Republic of Turkey, emphasizing that the PKK is proposing to dismantle the Republic of Turkey and establish a new state in its place.

Reminding that the PKK's dissolution statement does not cover the KCK and its other components, Özdağ's letter reads as follows:

DISSOLUTION STATEMENT

“The language of the 'victorious party' used in the dissolution statement, the rejection of the Treaty of Lausanne—which the Republic of Turkey forced imperialism to sign as a result of the War of Independence—in favor of the Treaty of Sèvres, the refusal to accept the 1924 Constitution (the founding constitution of the Republic of Turkey), and the characterization of the 15 rebellions suppressed between 1924–1938 and the counter-terrorism efforts conducted between 1984–2025 as 'genocide' clearly show that the terrorist organization continues its hostility toward the Republic of Turkey and the Turkish nation. The Murat Karayılan and Cemil Bayık factions of the PKK were only able to reach a delayed consensus even on this hostile text; it is known that some groups even objected to this text. With this mentality, it is impossible to create a foundation for abandoning any armed activity while preserving the national, unitary, and secular characteristics of the Republic of Turkey.

THEY WILL CONTINUE IN SYRIA AND IRAN

The PKK-PYD will continue its existence in Syria, the PKK-PJAK in Iran, and the PKK-PÇDK in Iraq. The future of the structure the PKK has created in Europe, which is a narco-terror network, is also clear. There is no visible planning for the liquidation of this network, which provides employment to thousands of such terrorists and smugglers. Moreover, structures like the PYD, PJAK, and PÇDK will prefer the continuation of its existence due to the financial need they have for this network.

THEY HAVE NOT DEVIATED FROM THEIR GOAL

What is truly important in this process is not the laying down of arms by the PKK, whose armed power has been completely neutralized by Turkey, but rather what the legal and political steps to be taken from here on will be. The issue is which articles of our Constitution will be changed and how, especially whether the first four articles—which cannot even be proposed for amendment—Article 66 (the definition of Turkish citizenship), and Article 42 (the language of education is Turkish) will be changed. It is a question of whether the national and unitary state identity of the Republic of Turkey will be liquidated through the planned constitutional amendments. Because neither Abdullah Öcalan nor the PKK has abandoned the goal of a 'Greater Kurdistan' to be established on the territories of Turkey, Iraq, Iran, and Syria.

TRANSITION TO THE THIRD PHASE

Pervin Buldan's statement that 'a status has been achieved in Syria, now we are moving to the third phase' is one of the clear indicators of this policy. Abdullah Öcalan, who is intended to be transformed from a prisoner in İmralı into a legitimate political actor, is being placed in a position to govern not only the DEM Party in Turkey but effectively the YPG region in Syria as well. There will be an opportunity to intervene in Iran via the PKK and in Iraq via the PÇDK. The cadres managing the process together with Öcalan may think that Turkey can be influential in these countries through Öcalan. However, in such an equation, while only tactical benefits can be provided to Turkey, the real strategic gain will be obtained by Öcalan and the 'Greater Kurdistan' cadres.”

A NEW STATE

The PKK is effectively proposing to dismantle the Republic of Turkey—a state whose international borders and legitimacy were registered with the Treaty of Lausanne as a result of the War of Independence—and replace it with a new state. While government officials emphasize that the structures affiliated with the PKK in other countries must also end their existence, it is seen that the PKK will not take any steps in this regard, and is even presenting its own dissolution as a favor.”
