New phase in the second opening process: Date discussed for framework law leaks from behind the scenes

Eyes have turned to the framework law in the second opening process, which was architected by MHP leader Devlet Bahçeli and is being conducted with the DEM Party and the leader of the terrorist organization PKK, Abdullah Öcalan, under the government's name of a Terror-Free Turkey.

According to the pro-government Türkiye Gazetesi, new steps are expected to be taken in Parliament next week for the framework law, which is planned to be prepared following the terrorist organization PKK's decision to lay down arms and disband.

The DEM Party Imralı Delegation visited the AKP administration and the architect of the process, MHP leader Bahçeli, during the week. It has been suggested that visits regarding the process will continue next week as well.

AUGUST INDICATED FOR FRAMEWORK LAW

According to behind-the-scenes information, TBMM Speaker Numan Kurtulmuş is expected to receive the opinions of representatives of other political parties regarding the draft prepared by the AKP.

In a meeting held by the AKP Group Management during the week, members of parliament were informed that the next stage of the process would be carried out under the coordination of the Speaker of Parliament, and that the framework law proposal could come to the TBMM agenda in the first week of August.

JOINT SIGNATURE PROBABILITY LOW

According to what is being discussed behind the scenes, contacts are continuing toward preparing the legislative proposal with broad participation. If a consensus is reached, the option of submitting the proposal with the joint signatures of the members of the commission established in the TBMM is also being evaluated.

However, there are also assessments that the probability of a joint signature is low. In this case, it is stated that the proposal could be submitted to the Speaker of Parliament with the signature of the TBMM Speaker or with the joint signatures of the AKP, MHP, and DEM Party.

The framework law planned to be submitted to the TBMM is envisioned to form the basis for legal regulations that may be made in the future, primarily the Turkish Penal Code (TCK), the Criminal Procedure Code (CMK), and the Anti-Terror Law (TMK).

It is stated that the draft is expected to include provisions regarding the legal status of the terrorist organization PKK and its members who announce their dissolution, as well as the scope and purpose of the regulation.

It is stated that some of the regulations to be included in the framework law are planned to be implemented through Presidential decrees, amendments to relevant laws, and administrative regulations, and that these changes are expected to come to the agenda in the new legislative term of the TBMM, which will begin on October 1.
