New regulation for motorcycles in Istanbul: Parking on sidewalks prohibited

The Istanbul Governor's Office has issued a new circular to redefine parking regulations in the city following the increase in motorcycle usage. The circular emphasizes the need to organize motorcycle parking areas to ensure traffic safety and protect the rights of pedestrians.

AREAS WHERE MOTORCYCLE PARKING IS PROHIBITED

Citing Article 61 of the Highway Traffic Law No. 2918, the Governor's Office listed the places where motorcycles cannot park:

Points where stopping is prohibited.

Places where parking is prohibited by traffic signs.

In front of and on transition paths.

Within 5 meters of fire hydrants in both directions.

Within 15 meters of public transport stop signs in both directions.

The middle lane on roads with three or more lanes.

Areas that would block the exit of vehicles parked in accordance with the rules.

Within 15 meters of the entrances and exits of vehicles with right-of-way.

Parking outside the specified duration or time in areas where parking is permitted.

Within 5 meters of the entrance and exit doors of public buildings in both directions.

On underpasses, overpasses, and bridges, or within 10 meters of them.

Parking spaces reserved for institutions and organizations, indicated by signs.

Pedestrian paths (except for exceptions in the regulation).

Parking spaces reserved for the disabled.

RESPONSIBILITY OF MUNICIPALITIES

The circular states that municipalities must urgently designate special parking areas for motorcycles. The Governor's Office announced that motorcycle parking will not be permitted on sidewalks, pedestrian paths, and squares, and that entering areas closed to traffic with motorcycles will "not be allowed under any circumstances."

GOVERNOR'S OFFICE STATEMENT

The circular included the following statements:

"Motorcycle parking areas should be urgently designated by the relevant municipalities in a way that does not affect traffic flow; motorcycle parking on sidewalks, pedestrian paths, and squares should not be permitted; and entry into areas closed to traffic with motorcycles should strictly not be allowed."
