The new omnibus bill submitted to Parliament includes regulations that increase sanctions for novice drivers. According to the proposal, the driver's licenses of novice drivers who commit certain violations that seriously endanger traffic safety will be completely revoked.

PERMANENT REVOCATION PERIOD FOR THREE VIOLATIONS

Under the regulation, novice drivers who drift, weave through traffic, or fail to yield to vehicles with right-of-way such as ambulances and fire trucks will permanently lose their driver's licenses.

While current practice involves the temporary suspension of driver's licenses for a certain period due to these violations, the new regulation envisions the complete revocation of the license for novice drivers.

OVER 161 THOUSAND NOVICE DRIVER LICENSES REVOKED

According to the impact analysis regarding the bill, a total of 161 thousand 347 novice driver licenses were revoked in the period from 2017 to June 17, 2026.

The primary reason for license revocations was driving under the influence of alcohol, drugs, or stimulants. For this reason, 123 thousand 72 novice driver licenses were revoked.

According to the data, license revocations for novice drivers have shown an increase in recent years. Last year, with 31 thousand 978 license revocations, the highest annual figure since 2017 was recorded.

THERE ARE OVER 3.4 MILLION NOVICE DRIVERS IN TURKEY

According to the data in the impact analysis, there are 38 million 907 thousand 247 driver's license holders in Turkey. Of these, 3 million 402 thousand 75 are novice drivers. The ratio of novice drivers to total drivers is calculated at 8.7 percent.
