Parliament Speaker Kurtulmuş provides written response to CHP's 'meeting call'
Kurtulmuş provided a written response to the CHP's application to the Speaker of the Parliament for an extraordinary session of the Grand National Assembly of Turkey (TBMM) to hold a general debate regarding the decision of the Court of Cassation's 3rd Criminal Chamber concerning TİP MP Can Atalay, who is a convict in the Gezi Park case.
Parliament Speaker Numan Kurtulmuş responded to the CHP's call for an extraordinary meeting, stating, "There is no decision taken regarding a recess or adjournment within the scope of Articles 5 and 6 of the Rules of Procedure.
It is not possible under the Constitution and the Rules of Procedure for the Speaker of the Parliament to call the TBMM to a meeting, either directly or upon request, during a period when it is legally continuing its work."
Stating that the relevant motion was submitted to the Speaker of the Parliament on January 5, 2024, and that the motion requested the TBMM to be called to a meeting on January 9, 2024, in accordance with Article 7 of the TBMM Rules of Procedure, Kurtulmuş noted the following:
"As is known, in the 47th session of the TBMM General Assembly dated December 26, 2023, a decision was taken for the General Assembly not to meet on December 28, 2023, and January 2, 3, 4, 9, 10, and 11, 2024.
There is no decision taken regarding a recess or adjournment within the scope of Articles 5 and 6 of the Rules of Procedure. Therefore, during a period when the TBMM is legally continuing its work and specialized and research committees are able to meet and take decisions, it is not possible under Article 93 of the Constitution and Article 7 of the Rules of Procedure for the Speaker of the Parliament to call the TBMM to a meeting, either directly or upon request.
It is known to you that the General Assembly, which decided not to meet on the aforementioned dates, will convene on January 16, 2024, at 15:00 in accordance with Article 54 of the Rules of Procedure.
In this context, the date you requested for the meeting has been evaluated, and it has been concluded that the issue of whether to include the general debate motion, which is the subject of the meeting request, on the agenda can be addressed in the General Assembly's session on Tuesday, January 16, 2024. For the reasons stated above, it has not been deemed necessary to hold a meeting on the date you requested in accordance with Article 7 of the Rules of Procedure."
