Presidential Legal Policies Board Deputy Chair Mehmet Uçum said, "The issue we are fighting against is the imperialist project expressed as 'the right to status for Kurds,' which leads Kurds toward a search for a state or promises a state to Kurds, and aims to divide Turkey. The state has taken the initiative on this matter. It will carry out a process that will fundamentally discard this project in all its aspects."

Presidential Legal Policies Board Deputy Chair Mehmet Uçum met with Ankara representatives of media organizations at the "Anatolian Conversations" event organized by the Anatolian Broadcasters Federation and answered their questions.

In response to the question, "How will the goal of a Turkey without terror be achieved?" Uçum replied, "There is a period that began as of October 1. Many discussions are being held about what this period is. We are talking about an initiative taken by the state. This is not a solution process in the old style or a new version of it."

Underlining that the state will not re-apply methods it has experienced before and from which it could not get results, Uçum said that the goal of a "Turkey without terror" is the purging of terror from the fields of politics, culture, language, and representation, and from any medium that could grant legitimacy to terror.

Pointing out that there are parties operating under the pressure and tutelage of the terrorist organization, Uçum emphasized that it is extremely important for them to be freed from this terrorist tutelage.

Pointing to the importance of fighting terrorism in accordance with the principle of uninterrupted and organic integrity, Uçum noted the following:

"By next year, there will no longer be a terror risk within the country. The very small number of remaining terrorists will also have been cleared. As for fighting terror in Iraq and Syria, it must be done without distinguishing between the two... Because there is an organic integrity between the terrorist organizations in Iraq and Syria; they have a common management. They act with a common perspective. Therefore, it is not something Turkey can accept to bring new conceptual approaches to the fight against terror by distinguishing between them. Regarding this, our President emphasizes from time to time that 'a terror structure will never be allowed in Syria, and a 'terroristan' will not be allowed to be established'."

Stating that the principle of organic integrity in the fight against terror also covers local administrations used as personnel, finance, and logistics centers for terrorist organizations, Uçum said, "No local administration or municipality can provide personnel, financial, or logistical support to a terrorist organization. It is unthinkable for them to do so. Therefore, the discussion of the steps taken against them can actually be evaluated as an approach aimed at creating weakness in the fight against terror."

IMPERIALISM PRODUCED THE KURDISH ISSUE

Touching upon MHP Chairman Devlet Bahçeli's call regarding Öcalan, Uçum said, "Imperialism produced an external Kurdish issue. Why is it external? Because it is an issue that has nothing to do with our objectivity, our geography, our culture, or our social structure. It is a project-based Kurdish issue, an issue produced by imperialism."

Pointing out that the 1980 coup was a coup "aimed at preparing Turkey for Westernist projects" under US control and NATO support, Uçum said that this coup was a "project to create a Kurdish issue in Turkey," and that everything was done to make Kurds hostile to the Turkish State.

Drawing attention to the fact that imperialist powers, led by the US, have made "promises of a country and state to the Kurds," Uçum said, "Well, is this true for Turkey's Kurds? Turkey's Kurds voluntarily participated in this process with the liberation and foundation, and exercised their right to self-determination. And they have exercised it for eternity. The Republic of Turkey is the national state of the Kurds. Turkey is the country of the Kurds. Directing Kurds toward a search for a state is an imperialist project."

Pointing out that the promise of a state to Kurds is a result of imperialism's project to divide Turkey, Uçum said, "Turkey's Kurds do not have a problem regarding status. One cannot speak of a right on a matter that is not a problem."

"THERE WILL NO LONGER BE A PARTY OPERATING UNDER TERROR TUTELAGE"

Emphasizing that Turkey's Kurds do not have any problems either in terms of being an essential element of the Turkish nation or in terms of Turkish citizenship rights, and that there is no discrimination in this regard, Uçum said, "The issue we are fighting against is the imperialist project expressed as 'the right to status for Kurds,' which leads Kurds toward a search for a state or promises a state to Kurds, and aims to divide Turkey. The state has taken the initiative on this matter. It will carry out a process that will fundamentally discard this project in all its aspects."

In response to the question, "What is expected from the DEM Party and the leader of the PKK terrorist organization, Abdullah Öcalan, in this process?" Uçum stated the following:

"Our President explained it yesterday, and he had said it in the past. Weapons will be buried, weapons will be laid down, and processes involving terror practices against Turkey will be ended. Cross-border armed groups, mercenaries, and paramilitary forces that threaten Turkey will cease to be a threat to Turkey. We want these things concretely. Under the roof of the Grand National Assembly of Turkey (TBMM), there will no longer be a party operating under terror tutelage. Either they will realize this with a will, with their own choices, and with the policies they will develop, or if necessary, all kinds of legal measures will be taken. The idea that the fight against terror is being suspended is a completely unrealistic claim. You see what has happened since October 1. At what point has the state made concessions? Has it made concessions during the trustee process or in operations against terror? Has it made concessions in the fight within the framework of the principle of organic integrity against terror? Did it go to Iraq and leave Syria? That is not the case either. It is another problem that these claims, which are contrary to reality, are made to seem meaningful. What we want is very clear: in the goal of a Turkey without terror, to completely purge terror from Turkey's social, political, and cultural life. At the same time, to practically zero it out completely. And to take measures that can ensure permanent security across the border."
