Registration deadline for UTTS, affecting millions of drivers, extended: Due to high demand

The Revenue Administration (GİB) has made several important changes to the implementation principles of the National Vehicle Recognition System (UTTS), which was established to ensure fair competition in the fuel market and to effectively combat the informal economy.

Vehicle owners and fuel station operators under the scope of UTTS were previously required to register with the system and have the necessary equipment installed in their vehicles and stations by December 31, 2024, at the latest. With the new UTTS Communiqué published in the Official Gazette on December 7, 2024, the final registration deadline for the system has been updated to January 31, 2025. Since equipment prices will be updated at the end of the year based on the PPI (Producer Price Index) increase rate, those who register with the system via utts.gov.tr by December 31, 2024, will be able to benefit from the prices valid for 2024.

The new implementation principles introduced with the latest regulation are as follows:

Registration dates and benefiting from tax deductions

If registered by December 31, 2024: Those who place an order for a Vehicle Recognition Unit (TTB) will pay at 2024 prices. They will have the right to complete the installation process by April 30, 2025, and will be able to continue using fuel expenses not made through UTTS for tax deductions until this date. If registered between January 1 and January 31, 2025: 2025 prices will apply. Installation processes can be completed by April 30, 2025, and they will be able to continue using fuel expenses not made through UTTS for tax deductions until this date.

Installation prices

If registered by December 31, 2024: The 2024 service fee will apply. Installation processes can be completed by April 30, 2025, and no penal sanctions will be applied for this reason during this period. Sanctions after January 31, 2025

Vehicle owners and operators who do not register by January 31, 2025, will not be able to show their fuel expenses as business expenses. Those who do not complete their equipment installations will face penal sanctions.

What the new regulation brings

Starting from July 1, 2025, new vehicles entering traffic will be released to the market by importers or manufacturers with TTB already installed. Portable devices in existing vehicle recognition systems will be replaced with TTB. Thus, standardization will be achieved and irregularities will be prevented. Thanks to TTB, it will be possible to purchase fuel from different fuel companies. Vehicle owners will not have to purchase new devices in case of a company change.

TTB orders have exceeded one million

Thanks to UTTS, the fuel expenses of 8 million vehicles will be electronically monitored, preventing at least 15 billion TL of informality per year. Across the country, four thousand technicians are currently installing equipment in vehicles at 1,500 TTB installation stations. Additionally, 450 technical services and two thousand personnel are involved in equipment preparations at fuel stations.

The number of stations registered with UTTS exceeded four thousand in recent weeks, and TTB orders surpassed 1.1 million. With the new regulation, it is expected that TTB orders will exceed two million and the number of registered stations will exceed eight thousand by the end of the year.
