Roadmap for the resolution process becomes clear: MIT report will be decisive

An important roadmap regarding the new constitution and the resolution process, which has been on the agenda in Turkey for a long time, is taking shape. According to information discussed in the corridors of Parliament, the process will not move forward after the holiday without obtaining a concrete security report regarding the laying down of arms.

Eyes have turned to April for the determination of the framework for legal and democratic steps. It is expected that Parliament Speaker Numan Kurtulmuş will visit both the ruling and opposition parties following the Ramadan Feast and ask them to prepare their legislative proposals.

At this stage, conducting a study in coordination with the Ministry of Justice is also among the options.

Subsequently, it is planned to move to a negotiation process in order to reach a consensus on a common text. However, before reaching this stage, it will be necessary for security units to verify that the terrorist organization has disbanded itself and completely laid down its arms. It is envisaged that legal steps will be taken following this verification.

AKP Chairman and President Recep Tayyip Erdoğan had also stated regarding the process, “Steps towards the liquidation of the organization will be taken without wasting time. The goal is to bring the auspicious work we have started to its destination without any accidents or trouble.”

DECISIVE HEADING IN THE PROCESS: LAYING DOWN ARMS

According to the report by Cumhuriyet, it is stated that the fundamental element in the progress of the process will be “laying down arms.” In the lobbies, it is expressed that the prerequisite for all legal steps to be taken is that the organization's decision to disband and lay down arms be verified by security units.

In this context, it is stated that the most critical role will belong to the reports to be prepared by the National Intelligence Organization (MIT). It is planned to implement legal regulations following the “laying down of arms” verification to come from the MIT. Another important pillar of the process is the National Security Council (MGK).

In AKP lobbies, it is stated that the process regarding the officialization of laying down arms could be brought to the MGK agenda and the final framework could be shaped there.

PROGRESS ON TWO SEPARATE LINES

It is envisaged that amendments will be made to the Turkish Penal Code, the Anti-Terror Law, and the Law on the Execution of Sentences in the proposals to be prepared. It is aimed for the regulations to be enacted with a broad consensus, as in commission reports.

On the other hand, it is also being discussed in the lobbies that the legal regulations will not be limited only to the process. It is stated that the new constitution goal, which the AKP has kept on the agenda for a long time, has come to the fore again within this framework.

According to assessments, behind the search for a new constitution are not only internal political dynamics; factors such as Turkey's goal of becoming a regional power, the regional expansion plans of business circles, and the need for a more flexible political structure are also included.

Although no direct link is established between the process and the new constitution in official statements, the view that the two topics are progressing on the same political axis is expressed in Ankara lobbies.
