The jurisdictional dispute in the Czech Republic between President Petr Pavel and Prime Minister Andrej Babis regarding attendance at the NATO Summit has effectively manifested at the summit held in Ankara. At the summit, where NATO member countries are represented by a single leader and a single delegation, the Czech Republic became the only country to be present with two separate leaders.

Prime Minister Andrej Babis had announced in a statement prior to the summit that he would represent his country in Ankara alongside Defense Minister Jaromir Zuna and Foreign Minister Petr Macinka, and that President Petr Pavel would not be part of the delegation.

CONSTITUTIONAL COURT RULING CHANGED THE PROCESS

Following the exclusion of President Pavel from the official delegation, the matter was taken to the judiciary. Pavel challenged the decision and appealed to the Constitutional Court.

With the interim injunction issued by the court, it became possible for President Pavel to attend the NATO Summit as well. Pavel, a former general, stated after the ruling that he had a constitutional responsibility to establish direct contact and exchange views with allied leaders, and he took his place at the summit in Ankara.

TWO LEADERS ARRIVED IN ANKARA ON TWO SEPARATE PLANES

The representation dispute that began in Prague was also reflected in the organization in Ankara. President Petr Pavel and Prime Minister Andrej Babis arrived in Turkey for the summit on two different state aircraft.

With this development, the Czech Republic was recorded as the only country represented by two separate leaders at the NATO Summit.
