Turkey to keep Ankara on high alert during NATO summit: 'Red alert in the capital'

Turkey is preparing for one of the most comprehensive security operations in its history ahead of the 2026 NATO Leaders' Summit, which will be held in Ankara on July 7-8. For the summit, which will take place in the shadow of escalating regional risks, particularly in the Middle East, more than 40,000 security personnel will be on duty in the capital, air defense systems will be activated, and measures akin to martial law will be implemented throughout the city.

As the countdown begins for this strategic summit—which marks the second NATO leaders' meeting to be hosted by Turkey—Ankara is being transformed into a high-security fortress. The security budget and logistical preparations for the event, which will be attended by heads of state from NATO member countries as well as numerous international delegations, have reached extraordinary levels.

F-16s on alert, skies entrusted to air defense systems

According to security protocol details reported by Bloomberg, more than 40,000 police and special operations personnel will form a human wall across Ankara and around the Presidential Complex. Measures taken against any potential asymmetric threat from the air are as follows:

Fighter jets on standby: Throughout the summit, Turkish Air Force F-16 fighter jets will be kept at a high level of alert (Scramble) in the sky and on the runway.

Domestic defense networks activated: The skies over Ankara will be protected by domestic layered air defense systems. Anti-UAV and anti-drone systems will be deployed at critical points.

AI tracking with 30,000 cameras: In addition to the existing 30,000 city security cameras across the capital, 100 new high-tech cameras will be installed in critical areas to establish an integrated AI surveillance network.

$230 million private runway for leaders

Approximately 6,000 participants are expected to arrive in Ankara for the summit. In addition to NATO member countries, the summit will include Indo-Pacific partners, Gulf countries, and Ukrainian delegations; U.S. President Donald Trump is also expected to attend.

To maximize the security of the leaders and eliminate the risk of assassination in city traffic, a military airstrip located very close to the Presidential Complex has been modernized with a budget of over $230 million. Foreign leaders' aircraft will be able to land directly on this runway and proceed to the meeting venue without entering city traffic.

Administrative leave and flight restrictions on the agenda

During the week of the summit, the Ankara Governor's Office is expected to impose comprehensive bans on all demonstrations, marches, and protests throughout the city. Furthermore, the following formulas are being considered to reduce civilian density in the capital:

Esenboğa restriction: Strict restrictions will be applied to commercial and international civilian flights at Ankara Esenboğa Airport during the summit days.

Administrative leave formula: A 2-day administrative leave (holiday) for public employees in Ankara is being evaluated to keep city traffic and human circulation to a minimum.

Mark Rutte: "Turkey's role is critical"

NATO Secretary General Mark Rutte, in a statement made before the Ankara summit, praised Turkey's strategic and critical role on the alliance's southeastern flank. At a time when war is affecting the global economy, topics such as defense spending, joint defense industry capacity, and global security will be discussed with clear decisions at the table in Ankara.
