100 million dollar delivery delay penalty for Koç Holding
Otokar, the defense industry company of Koç Holding, has been hit with a significant penalty totaling 4.3 billion TL after failing to meet delivery deadlines for a light armored vehicle project in Romania.
Otokar, which operates under Koç Holding, one of Turkey's leading industrial groups, has received a multi-million dollar penalty as a result of delays in the deliveries committed to in a large-scale vehicle delivery project with the Romanian Ministry of Defense.
AGREEMENT WAS MADE FOR 1059 ARMORED VEHICLES
With an agreement signed in November 2024, Otokar had undertaken the production of a total of 1059 COBRA II 4x4 armored vehicles for Romania. According to the contract, 278 of these vehicles were to be manufactured in facilities in Turkey, while the remaining 781 were to be realized in Romania under local production requirements.
DELIVERY DELAY LED TO A 4.3 BILLION TL PENALTY IN TWO MONTHS
Deliveries were planned to begin at the start of 2026. However, delays experienced in the first phase of the project caused the company to face a 2 billion TL fine in January. Following this, as deliveries had still not been made in February, a new penalty was applied, and this time, with an additional penalty of approximately 2.3 billion TL, the total penalty amount Otokar was exposed to in two months rose to 4.3 billion TL (around 100 million dollars).
"CANCELLATION OF THE CONTRACT IS NOT ON THE AGENDA"
Otokar General Manager Aykut Özüner, in a statement released in January following the first penalty decision, said, "Such developments can occur during 'intermediate target evaluations' in international defense industry contracts. There are many examples of this in the world. Regarding the latest developments, while our discussions with our client continue within the framework of mutual good faith and a sense of responsibility, our focus on the project continues at full speed. The cancellation of the contract is not on the agenda."
DISCUSSIONS CONTINUE ON THE 857 MILLION EURO PROJECT
It is stated that the total value of the agreement signed by Otokar for this project aimed at Romania is 857 million euros. Company officials emphasize that the delays experienced do not mean that all targets and timing in the project will be completely disrupted; they note that discussions are ongoing and production efforts are continuing intensively.
