The draft of a new regulation planned for implementation in the tourism sector is of close interest to the accommodation industry. The regulation, which covers a wide range of areas from hotel types to short-term rental properties, aims to both raise service standards and improve safety conditions.

According to the draft, for tourist-purpose apartments subject to short-term rental, a business license will now be required if the number of independent units exceeds five. However, an important change is being made regarding fire safety; the requirement to obtain a fire department report for such places is being lifted. If fire safety measures are deemed sufficient, the licensing process will proceed more quickly. Additionally, for these apartments to be operated, it will become mandatory to obtain unanimous approval from all residents of the apartment building.

AESTHETIC AND COMFORT REQUIREMENTS FOR BOUTIQUE HOTELS

According to information in Ekonomim, the standards for boutique hotels are also being reshaped. While it is stipulated that these facilities must have at least 10 and at most 60 rooms, it will be mandatory for every hotel to have an à la carte restaurant. The seating capacity of said restaurant must be at least 25 percent of the facility's bed capacity. The presence of areas such as a reception, lobby, luggage room, safe-keeping service, and parking lot is also among the new requirements.

Furthermore, a notable innovation is coming regarding decoration: In boutique hotels, the use of artist-signed pieces, custom-designed products, or antique items will be encouraged instead of mass-produced goods. In this way, hotels will transform not just into accommodation spaces, but also into living spaces that offer an aesthetic and cultural experience.

SILENCE AND PARKING REQUIREMENTS FOR HOLIDAY VILLAGES

With the new regulation, holiday villages will be defined as having at least 60 rooms. A notable requirement is also coming regarding parking: Each facility will be required to have a parking area for vehicles equal to 10 percent of the number of rooms. Additionally, it will be a requirement for accommodation units to be located in quieter areas, away from noise.

NEW STANDARDS FOR APART HOTELS AND MOTELS

The draft introduces a minimum 10-room requirement for apart hotels. Furthermore, it will be mandatory for every apart hotel to have a lobby and reception area. In facilities with more than three floors, a guest elevator becomes mandatory. In the regulation concerning pensions, the number of rooms is limited to between 3 and 25.

THE CONCEPT OF ACCOMMODATION IS EXPANDING

The new regulation also comprehensively changes the definition of "accommodation place." From now on, many structures such as hotels, boutique hotels, holiday villages, motels, pensions, apart hotels, campsites, forest parks, recreation areas, and mobile homes will fall under this definition.
