Flash decision from the Ministry: Those without certification will not be able to work in these professions
The new regulation by the Ministry of Labor and Social Security has been published in the Official Gazette. A Vocational Qualification Certificate has been made mandatory for 40 professions classified as hazardous and very hazardous.
The regulation by the Ministry of Labor and Social Security regarding the Vocational Qualification Certificate has been published in the Official Gazette and has entered into force. With the new communiqué, a certification requirement has been introduced for employees in 40 professional branches considered within the scope of hazardous and very hazardous jobs.
According to the regulation, individuals who will work in these professions will be required to possess a Vocational Qualification Certificate that complies with the standards determined by the Vocational Qualifications Authority (MYK).
THOSE WITHOUT CERTIFICATION WILL NOT BE ALLOWED TO WORK
Within the scope of the communiqué, individuals who do not possess the necessary certificate and do not meet the exemption conditions will not be able to be employed in these jobs 12 months after the publication of the regulation.
Administrative sanctions will be applied under Law No. 5544 against employers and employer representatives who continue to employ uncertified personnel in violation of the rules.
SOME GROUPS ARE EXEMPTED
The regulation also includes exceptions for certain groups of employees. Accordingly;
Those who hold a mastership certificate within the scope of the Vocational Education Law No. 3308
Those who have graduated from vocational and technical education institutions affiliated with the Ministry of National Education
Those who have completed relevant departments at universities
Those who have completed Ministry of National Education-approved course programs before the specified date
will be exempt from the certification requirement, provided that they work in their own fields.
PROFESSIONS REQUIRING CERTIFICATION ANNOUNCED
The professions for which certification has been made mandatory are listed by sector as follows:
ENERGY SECTOR (11 PROFESSIONS)
Heating and plumbing works, air conditioning system installation, biogas, wind and solar energy personnel, boiler operators, and personnel working with greenhouse gas devices.
AUTOMOTIVE SECTOR (6 PROFESSIONS)
Technical personnel working in the fields of electric and hybrid vehicle maintenance and assembly.

MINING AND CONSTRUCTION (7 PROFESSIONS)
Marble and natural stone production, mine supervision, rescue operations, and heavy equipment operation.
MACHINERY AND METAL (5 PROFESSIONS)
Heavy equipment maintenance works, drill press operation, casting and core production fields.

ENVIRONMENT AND LOGISTICS (4 PROFESSIONS)
Waste management personnel, hazardous waste collectors, and drivers transporting hazardous materials.
ELECTRIC AND ELECTRONIC (3 PROFESSIONS)
Electro-mechanical assembly works and electrical maintenance activities.
Execution of the regulation
The Minister of Labor and Social Security will be responsible for the implementation of the communiqué, which entered into force on the date of its publication.
