Ministry of Industry and Technology issues regulation on strategic priority and technical evaluation of investment projects
The Ministry of Industry and Technology has determined the procedures and principles regarding the strategic priority and technical evaluations for projects applying to benefit from financial facilities provided through intermediary banks.
The "Communiqué on the Strategic Priority and Technical Evaluation of Investment Projects," prepared by the Ministry, has been published in the Official Gazette and entered into force.
Accordingly, applications to be made to obtain Ministry evaluation prior to financing applications to intermediary banks can be submitted by investors who have projects that benefit from strategic and project-based investment incentives and support within the scope of the move program, or who aim to invest in the production of a product within the scope of the "strategic priority product list" or "technology areas list," or in development activities in the field of technology and the production of systems based on these technologies.
Investors wishing to benefit from the financing program will apply to the intermediary bank with an opinion letter they will receive from the Ministry following the Ministry's evaluation.
Investors who wish to apply to receive the Ministry's evaluation regarding their projects prior to the application will carry out these applications through the electronic portal created by the Ministry.
As of the application date, the total projected investment amount, including R&D expenditures, must be at least 1 billion liras.
No interest support will be provided to investors benefiting from the financing program within the scope of the incentive certificate issued for the investments in question.
STEERING COMMITTEE TO MEET AT LEAST ONCE A YEAR
Applications for obtaining the Ministry's evaluation regarding the investment project prior to the financing application will be scored by the technical committee, and the applicant investor will be notified. The technical committee will score the projects it evaluates based on certain criteria.
The technical committee evaluation notification made by the Ministry to the investors will not result in the investors having the right to financing from the financing program they applied to, and will not place any obligation on the institution organizing the program in question.
The Ministry will announce through a notice which financing program will accept applications by conducting a strategic priority and technical evaluation, the sub-criteria forming the basis for evaluation, and other application conditions.
In the event that the program ends, is suspended, or the limits allocated to the program are exhausted, the acceptance of applications within the scope of the announcement made will be terminated.
The Ministry may request information regarding the investment to monitor the results of the implementation. The Steering Committee will meet at least once a year and at such times and frequencies as needed.
