The year 2026 will mark the beginning of fundamental changes in the real estate market. The long-debated practice of underreporting prices in title deeds will come to an end starting next week. According to the new regulations, both the amount declared in the title deed and the money transfers made through banks will be compared for all residential and land sales. Thus, reporting based on the actual value becomes mandatory.

Under the current practice, title deed fees for real estate sales were generally paid based on the assessed value, and in most cases, the declared amount was lower than the actual sale price.

After February 1, 2026, discrepancies between the declared price and the transferred amount will be easily detected, and only the actual prices will be entered into official records. It was stated that the title deed fee rate will remain at 4 percent of the total sale amount.

Another important innovation regarding the regulation of real estate listings will be implemented through the Ministry of Trade's Electronic Listing Verification System (EİDS). From now on, those who wish to post a listing for a real estate sale will have to complete an authorization process via e-Devlet. It will not be possible to publish a listing without the owner's consent. Real estate consultants will only be able to create listings with digital authorization obtained from the owner. Published listings will feature a “Verified Listing” label.

These two major innovations aim to prevent the problems of fake and duplicate listings, as well as fraud-based attempts frequently encountered in the sector. Thanks to the new practices, it is expected that more transparency and trust will be established in the process for both buyers and sellers.
