Nine countries to establish new defense finance institution
Nine countries, including Turkey, have agreed to establish a new international bank to finance defense industry investments. The bank aims to provide long-term, low-cost funding for defense projects.
Turkey, Canada, Luxembourg, Ukraine, and six other countries have decided to establish an international financial institution to support the defense and security industry. The new institution will be named the Defence, Security and Resilience Bank (DSRB) and will offer long-term, low-cost financing opportunities for defense investments.
This initiative, announced by leaders during the summit, is expected to help governments effectively manage rapidly increasing defense expenditures and facilitate the transfer of resources to weapons production, industrialization, and critical security infrastructure. The model for this bank, which is specific to the defense sector, is based on the example of development banks that played a significant role in the reconstruction of Eastern Europe in the past, but it sets its focus entirely on defense and security.
The main reasons for the establishment of the institution include the recent rapid rise in defense spending and the difficulties faced by small and medium-sized suppliers in finding financing. Although large financial institutions show interest in some areas, the approach of banks and investors across Europe toward the defense sector remains cautious. The DSRB is expected to fill this gap.
The bank will provide cost-effective funds from international markets thanks to the credit ratings of member countries and will use these resources to channel them into defense industry projects. It will also offer guarantee facilities to commercial banks for loans in the defense sector and provide direct financing for strategic projects.
The new bank's funds are planned to be directed specifically toward areas such as weapons and ammunition production, defense facilities, cybersecurity, and critical infrastructure. In this way, it is anticipated that the production capacity of the defense industry will develop and companies will be less affected by budget fluctuations.
Some states, including Finland, the United Kingdom, the Netherlands, and Poland, have announced new cooperation plans to accelerate defense investments and improve joint procurement processes. On the other hand, it has been reported that countries with strong defense spending, such as the USA and Germany, are closely monitoring the DSRB and that the possibility of joining this bank in the future is on the agenda.
The countries supporting the DSRB argue that this initiative will increase defense production and strengthen deterrence. However, critics point out that similar financing mechanisms already exist within the European Union and NATO.
ACCESS TO CAPITAL FOR MEMBERS WILL INCREASE
Canadian Prime Minister Mark Carney emphasized the following in his statement regarding the bank's establishment process:
"We, the leaders of Canada, Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Turkey, and Ukraine, are meeting today at the NATO Summit in Ankara to announce our intention to establish the Defence, Security and Resilience Bank (the Bank).
As allies increase their investments in the defense sector, expand their industrial capacities, and accelerate the production of critical equipment, we recognize the need to mobilize large-scale public and private capital to realize our defense, security, and resilience priorities.
We reaffirm our shared commitment to working together to establish the Bank. The successful negotiation of the articles of agreement in Montreal has ensured that we have taken the necessary step to move forward together.
Built on a solid credit base, the Bank aims to expand access to capital in member countries, reduce financing costs, and encourage the expansion of industrial capacity.
We would like to emphasize that the Bank aims to complement other national and multilateral tools that aim to increase defense production, but does not aim to duplicate them.
We are committed to providing the necessary leadership to advance the establishment of the Bank at the speed required by the current geopolitical context, so that the Bank can begin operations as early as 2027.
Canada is taking the initiative to establish the new Defence, Security and Resilience Bank. This is a game-changing new institution that will allow countries to mobilize and deploy more private capital faster to participate in the financing of our collective defense and security. Today, at the NATO Summit, eight more of our allies and partners confirmed they would join us to establish the Bank."
