Plan to remove provision from legislative proposal

The clause added to the omnibus bill to provide additional compensation to BRSA executives and experts, who have been affected by the high cost of living, particularly rent, following the Banking Regulation and Supervision Agency's (BRSA) relocation to Istanbul, has become a subject of debate due to the discrimination it creates.  

According to a report by Canan Sakarya from Ekonomim, there are plans to remove the provision from the legislative proposal.

With a new article added to the omnibus bill currently being discussed in the General Assembly of the Parliament, a regulation was introduced to provide tax-exempt additional compensation to the BRSA chairman and members, vice chairmen, presidential advisors, department heads, auditors, assistant auditors, as well as experts and assistant experts, not to exceed an amount calculated by multiplying the 60,000 indicator figure by the civil servant monthly coefficient. The justification for the additional compensation regulation, calculated at 30,000 lira for today and 45,000 lira for 2024, was that qualified personnel whose salaries remained low due to the increased cost of living after the BRSA's move to Istanbul were leaving for the private sector.

However, following criticisms that it creates discrimination against other regulatory bodies, the AKP plans to withdraw the regulation in the General Assembly via a motion. Within the AKP, it is being evaluated that it would be more appropriate to conduct a study covering all members and employees of regulatory bodies without making distinctions between them, and to submit this to Parliament as a legislative proposal.

ÖZEL HAD CALLED TO 'WITHDRAW IT'

While opposition parties also reacted to the regulation, CHP Chairman Özgür Özel brought the issue to the agenda at the Parliamentary Group meeting. Addressing the government, Özel said, "Withdraw that clause, let us regulate that clause together, and if you are ready to provide rent assistance to all civil servants living in Istanbul and our major cities who are facing high rent problems—to police officers, correctional officers, teachers, muezzins, imams, and all civil servants and workers employed in public institutions—we are here."
