Turkish Parliament to focus on economy this week
The 12th Development Plan will be discussed in the Grand National Assembly of Turkey (TBMM). The 2024 budget will also be on the agenda of the Planning and Budget Committee. The provision allowing for a one-time payment of 5,000 Turkish Lira to retirees will be submitted for the approval of the General Assembly.
The General Assembly, which will begin its weekly work on Tuesday, October 24, will discuss the articles in the second section of the Draft Law on the Rental of Residences for Tourism Purposes and Amendments to Certain Laws. These articles include the one-time payment of 5,000 Turkish Lira to retirees, as well as regulations concerning the Law on the Cappadocia Area and the Turkey Tourism Promotion and Development Agency.
The 12th Development Plan will be discussed in the Planning and Budget Committee on Monday, October 23, and Tuesday, October 24. Additionally, the committee will begin deliberations on the 2024 budget in general on Thursday, October 26.
On Friday, October 27, the committee will discuss the budgets of the TBMM, the Ombudsman Institution, and the Court of Accounts.
URBAN TRANSFORMATION PROPOSAL
Furthermore, the "Draft Law on Amendments to the Law on the Transformation of Areas Under Disaster Risk and Certain Laws and Decree-Law No. 375," which includes regulations regarding urban transformation and was submitted to the Speaker of the Parliament by the AK Party, will begin its deliberations in the Committee on Public Works, Reconstruction, Transportation, and Tourism. The proposal also includes regulations regarding judicial processes related to buildings for which demolition decisions have been made in the earthquake zone.
The proposal, which includes a regulation allowing the identification of risky structures to be carried out ex officio by the Urban Transformation Presidency or the administration, also addresses instances where some property owners or tenants have prevented the identification of risky structures and refused to allow samples to be taken from their independent units for testing. It will enable the identification of risky structures to be carried out, if necessary, by opening locked doors or areas with the assistance of sufficient law enforcement officers based on written permission to be granted by the local administrative authority.
DECISIONS TO BE TAKEN BY SIMPLE MAJORITY
According to the proposal, all work and transactions in urban transformation projects, including obtaining building permits, will be carried out based on decisions taken by a simple majority of property owners in proportion to their shares. A regulation will be made in the law to provide financial assistance to rights holders for construction in order to implement the "half from us" campaign launched to accelerate transformation in Istanbul.
The Migration and Integration Subcommittee of the TBMM Human Rights Investigation Commission will also meet this week. On Tuesday and Wednesday, the political parties with groups in Parliament will hold their group meetings.
