Use of fiscal devices in taxis becomes mandatory

With a new regulation prepared to ensure the transition to a registered economy in taxi transportation and the digitalization of payments, the end is approaching for traditional taximeter systems. According to the announcement, taxi owners engaged in passenger transport will begin using taxi fiscal devices that meet specified technical requirements and are approved by the Ministry of Treasury and Finance.

The implementation will take place before July 1, and the system will be mandatory for all taxis. According to the new regulation, fiscal devices connected to the taximeter will ensure that payment transactions are recorded transparently and will prevent manual intervention. Thus, fare information documented through taximeter transactions performed via the device will be automatically transmitted to the fiscal device.

According to the communiqué, taxi owners who are just starting their operations or those replacing their existing taximeters will be required to switch to a compliant fiscal device within 30 days at the latest. Before starting passenger transport, the devices must be actively installed. Furthermore, for those who began operations by being assigned a license plate between the entry into force of the regulation and the Ministry's initial approval process, this obligation will be effective starting from January 1, 2027.

Taxi operators will also be required to establish an infrastructure to accept payments by bank card by entering into an agreement with a bank or payment service provider within 15 days from the date they begin using the fiscal device. The approval and technical compliance inspections of the fiscal devices will be carried out by TÜBİTAK and TSE.

The new generation fiscal devices will have the capability to issue receipts or electronic documents. Technically, the fiscal device will automatically start processing as soon as the taximeter begins to operate. When the journey ends, the fare information will be automatically transferred to the fiscal device, and new customers can only be picked up once all transactions are completed. In this process, manual fare entry will not be permitted; the device will rely entirely on the information coming from the taximeter.

Through this new system, it is aimed to increase tax compliance and prevent unregistered earnings, and modern facilities such as card payments will also be offered to passengers.
