Comprehensive student amnesty and debt restructuring package moves to Parliament

As work on the new omnibus bill gains momentum, regulations affecting millions of people are becoming clear.

SCOPE IS KEPT BROAD

According to a report by Cumhuriyet, the proposal on the agenda covers various areas, including amnesty for students dismissed from higher education, as well as the restructuring of social security and tax debts. STUDENT AMNESTY BACK ON THE AGENDA

The most notable heading in the draft is the return of the student amnesty to the agenda. The proposal envisions granting a right of return under certain conditions for students who were dismissed from their universities for any reason after July 1, 2022. Unlike classic amnesty models, a "limited but inclusive" approach is being adopted this time. Accordingly, students must have completed at least half of the programs they are enrolled in to be able to graduate. At this point, those who left due to failure or absenteeism will also be able to return to university. Party officials describe this method as a model that responds to amnesty expectations while keeping the density in universities under control.

GRADUATE STUDENTS INCLUDED

The regulation, which is not limited to undergraduate education, also includes master's and doctoral students. It is reported that a separate return model is being worked on, especially for graduate students who are at the thesis stage and had to drop out of the system. The new planning aims to make the education system function more efficiently and to reduce the backlog of files waiting in universities. However, opposing views that frequently issued amnesties do not provide permanent benefits are also being discussed in the lobbies.

ADDITIONAL EXAM RIGHTS AND INCENTIVE PLAN

The omnibus bill does not end with just student amnesty. Granting two additional exam rights to final-year students who have completed their maximum period of study and offering opportunities to complete missing practical training or internships are on the agenda. On the other hand, while incentive payments are planned for students participating in production processes, it is emphasized that those benefiting from this incentive will not be considered insured.

PARLIAMENTARY CALENDAR AND ECONOMIC REGULATIONS

The bill is expected to be referred to Parliament next week. It is stated that restructuring regulations for social security and tax debts will also occupy an important place in the package. Thus, a broad wave of regulation will be initiated in both the education and economic fields.
