Decision announced: Ministry of National Education to determine names of educational institutions

The "Regulation on Amendments to the Regulation on Opening, Closing, and Naming Institutions of the Ministry of National Education" has been published in the Official Gazette.

With this amendment, a regulation has been introduced to ensure that the names of all educational institutions are assigned by the Ministry to ensure uniformity in practice.

Accordingly, the names of educational institutions will be assigned by the Ministry of National Education upon the recommendation and favorable opinion of the governor's office.

The governor's proposal will include the reasoned decision of the "naming commission" to be established within the provincial directorates of national education, as well as the documents forming the basis of the decision.

The naming commissions to be established in provincial directorates of national education will consist of a provincial director of national education or a deputy provincial director assigned by them as chair, one deputy provincial director of national education, one education inspector, two district directors of national education, two branch managers responsible for education and training at the provincial directorate, and three school principals serving in different types of schools.

The Commission will be established at the beginning of each academic year with the approval of the provincial director of national education, will meet with the participation of all members if necessary, and will take decisions by majority vote. In the event of a tie, the chair's vote will count as two votes. The commission will prepare the reasoned decision for the names to be given to institutions by examining the relevant information and documents. The secretariat of the commission will be carried out by a unit or office assigned by the provincial director of national education.

In order to facilitate the process, as requests for opening and closing schools continue throughout the year, the terms "collective" and "until the end of February," which limited opening and closing procedures in the previous regulation, have been removed.

To increase access to education for students with special education needs, it will be ensured that schools and institutions can be opened throughout the year.

Within the scope of cooperation protocols, formal or non-formal education institutions may be opened within buildings, factories, or facilities belonging to institutions, organizations, and businesses, as well as within organized industrial zones, R&D, and production centers, provided that they meet the physical conditions determined by the MEB.

BUILDINGS ALLOCATED TO THE MEB CANNOT BE USED FOR NON-EDUCATIONAL PURPOSES

The use of educational buildings allocated to the MEB for purposes other than education and training by citing local needs will be prevented.

In order to increase the quality of preschool education, ensure that children receive education in independent kindergartens with full-fledged buildings and gardens, ensure equality of opportunity, ensure that children are educated with their peers, and expand preschool education, it will be ensured that nursery classes are opened only in primary schools, practice classes are opened in all secondary education institutions that have a child development and education field or program, and that kindergartens have independent buildings and gardens.

The opening or closing of program types, fields, and branches in vocational and technical secondary education institutions will be discussed at the teachers' board, and the minutes regarding the discussion will be sent to the MEB.

In the process of opening relevant fields in vocational and technical secondary education institutions, the opinion of the Ministry of Transport and Infrastructure will be obtained to avoid problems regarding the accreditation and recognition of schools within the scope of the maritime field and the validity of students' diplomas within the scope of international conventions.

PHILANTHROPISTS' NAMES WILL BE GIVEN TO RELEVANT SECTIONS

With the amendment made regarding the opening and naming of R&D centers, gastronomy practice workshops, and similar workshops in vocational and technical secondary education institutions in line with the characteristics of the field and branch and the policies determined by the MEB, the names of individuals may be given to workshops or laboratories built or equipped by philanthropists.

The names of those who provide for the construction or equipment of additional classroom buildings, dormitories, sports halls, conference halls, libraries, laboratories, workshops, and similar sections of an existing institution, or those who perform the maintenance and repair of these buildings, or the names they suggest, will be given only to the sections they contributed to, not to the entire institution.

In line with employment and education planning, the opening or closing of program types, fields, and branches in vocational and technical secondary education institutions may be carried out ex officio by the MEB in order to organize the vocational fields taught in schools according to sectoral clusters.

It will be ensured that special education schools or institutions have vocational training workshops, individual training rooms, and skill practice areas for the students enrolled.

The population requirement for opening a maturation institute (olgunlaşma enstitüsü) will be 200 thousand, and there will be at most one maturation institute in each province. In addition, these institutes will include a museum to promote and exhibit cultural heritage.

NAMES THAT CAN BE GIVEN TO INSTITUTIONS WILL BE DETERMINED BY THE COMMISSION

The naming of an institution after individuals who have not been issued a "martyrdom" certificate or "veteran" certificate by the Provincial Directorates of Family and Social Services will be prevented.

The names of individuals who serve in the line of duty in the construction of buildings and facilities of institutions and who are still in office, or those who have been convicted of intentional crimes for one year or more, or even if pardoned, those convicted of crimes against the security of the state, crimes against the constitutional order and the functioning of this order, crimes against humanity, crimes against sexual immunity, crimes against the reliability and functioning of public administration, crimes against public morality, and crimes of manufacturing and trafficking in drugs or stimulants, cannot be given to institutions.

Furthermore, names that are contrary to the national, moral, humanitarian, spiritual, and cultural values of the Turkish nation and that may have a negative impact on the psychosocial development of students cannot be given to educational institutions. In this context, names previously given will be canceled by the naming authority using the same procedure.

Professional titles and military ranks cannot be included in institution names. The names of those who hold the title of martyr or veteran, which are kept alive in an institution, and the names of people who have achieved significant success in fields such as science and technology, culture, education, art, sports, and the like, cannot be given to a second institution in the country, and place and event names cannot be given to a second institution within the same province. However, in case of a request by a philanthropist, the same name may be given to more than one institution.
