New era in driving tests

A new step is being taken to increase objectivity in the driving tests taken by those who wish to obtain a driver's license. The goal is to make the evaluations and results of the exams more auditable. The process gained momentum after a driver candidate in Istanbul appealed to the Ombudsman Institution (KDK) regarding a decision that they had failed the test.

The candidate claimed that they suffered a loss of rights because they were marked as failed on the second course, despite stating that they did not commit any serious errors during the practical driving test they took after passing the written exam. Following this situation, the candidate alleged that they suffered both financial and moral damages, arguing that the exams were concluded with arbitrary and non-objective evaluations. In their application, they emphasized the necessity of conducting exams under fair and auditable conditions to prevent similar problems.

After evaluating the matter in detail, the KDK issued a recommendation decision that driving tests should be conducted with video recordings.

The prepared report stated that recording the exams with video would ensure objectivity for both candidates and institutions. Furthermore, the necessity of video recording was expressed in terms of supporting appeals with concrete evidence and preventing potential irregularities during the examination process.

In its statement, the Ombudsman Institution noted, "Making the examination process viewable via video will prevent arbitrary decisions and strengthen trust in public services."

The Ministry of National Education announced that, following this recommendation by the KDK, changes will be made to the current regulation regarding the video recording of exams, and that the relevant provision has been added to the draft legislation. Ministry officials state that supervision via camera will raise the standards in examination processes and ensure that candidates are subject to a fair evaluation.
