Presidential Chief Advisor Mehmet Uçum made notable statements in his article, in which he used the phrases, "The terrorist act that took place at a time when Turkey is making moves is a treacherous attack on the state's determination to end terrorism." 

The article, which Uçum penned with the note "a Sunday piece", is as follows:

It is understood from the attack on TUSAŞ how panicked those who manage and use terrorism are by Mr. Bahçeli's statement and our President's characterization of it as a historic opportunity.

The terrorist act that took place at a time when Turkey is making moves is a treacherous attack on the state's determination to end terrorism. This baseness, far from weakening the state's determination, strengthens and rivets it. The society, on the other hand, stands behind the initiative to End Terrorism and Strengthen Brotherhood and carries it forward with a spirit of national unity. 

Indeed, the harsh and decisive response given by state forces to the terrorist act in Ankara, the intense reaction of the public, and the rapid and clear condemnation stance of the majority of political circles revealed that the "historic window of opportunity opened by the People's Alliance" will not be squandered. It is clear that this issue has no aspect that will affect the fight against terrorism; in fact, the practice works this way. Furthermore, it is also seen that this historic window of opportunity is not a solution process in the old or new style.

In the fight against terrorism, it is not a question of the state seeing the terrorist elements in Iraq and Syria separately. The "organic integrity" approach in the fight against terrorism cannot be weakened. Those who wait for such a weakness and make calculations based on it will be disappointed. The targeting of all terrorist elements at home and abroad also shows that the state will never abandon its principled approach on this issue.

The truth of the matter is that the terrorist elements used against Turkey are, although they cannot do as much as they used to, monthly-paid mercenary gangs of imperialist powers, primarily the USA, which try to use Kurds as human resources and exploit the identity of the Kurds. In other words, they are paramilitary forces. These cannot be defined as a Kurdish movement; they can never have a place or role in Turkey's democratic politics and democratic development. These terrorist elements have no real legitimacy in the eyes of the Kurds. The dissolution of the apparent partial legitimacy is inevitable.

It should be known that; the future of the Middle East geography cannot be open to any process, option, or structure that will threaten Turkey's national security and territorial integrity. Turkey will not allow this. Turkey's state determination on this issue, its deterrent military power that recognizes no borders, and the struggle it maintains are the guarantee of the Turkish Nation.

Mr. Bahçeli's proposal for Öcalan to speak at the DEM Group in Parliament is an extreme point analogy. In any case, Mr. Bahçeli tied this and the "right to hope" to the condition of terrorism ending, the terrorist organization being disbanded, and the terrorists surrendering to the State. What the matter expressed as an extreme example means during the process of these conditions being realized or entering a path of irreversible realization can only be understood under those conditions. Furthermore, this part is not the essence of the matter; it is secondary. What is essential is; the end of terrorism, the disbanding of the terrorist organization, the surrender of terrorists to the State, and the achievement of these. In the strategy of liquidating terrorism developed through this context; there is no question of a solution process, negotiation, or armistice. 

What is important, as our President Erdoğan said, is that "the historic window of opportunity opened by the People's Alliance is not sacrificed for personal calculations."

The essence of the matter is to reach a Turkey without terrorism and violence. It is seen that this is also possible. If this opportunity is used correctly by the political actors who should contribute to the state's process regarding the liquidation of terrorism and who must get rid of the tutelage of terrorism for this, issues regarding execution law can certainly be discussed. 

The intellectual truth that everyone can accept is this: In an environment moving towards the goal of a Turkey without terrorism and violence, the possibility of the Grand National Assembly of Turkey (TBMM) implementing a new constitution that is worthy of the second century of the Republic, the Century of Turkey, is inclusive, that the Turk, the Kurd, and everyone feels belongs to them, contains very advanced rights, and will be presented to the approval of the people, by building it upon the principles of the first four articles and its democratic gains, becomes stronger.
