Deadline announced for those wishing to benefit from state subsidies

Applications for the 2025 Production Year Farmer Registration System (ÇKS) of the Ministry of Agriculture and Forestry ended on December 31, 2024. However, a new period has been defined for farmers who wish to submit title deeds and required documents. The Ministry announced that if the documents are not submitted between March 1 and March 15, 2025, subsequent requests will not be evaluated.

This regulation offers a solution, especially for farmers who have been unable to receive support due to inheritance and ownership issues.

IMPORTANT DETAILS FOR TITLE DEED HOLDERS

The Ministry requires farmers who wish to benefit from the subsidies to submit documents such as lease agreements or letters of commitment made with shareholders for their titled lands. If the land is in a state of joint inheritance and share ratios are not clear, a lease agreement or letter of commitment containing the approval of all shareholders must be presented.

Records regarding the lands for which applications are made will be posted for public review at provincial and district directorates and village head offices (muhtarliks) for 15 days in March. Objections from parties other than shareholders and heirs will not be taken into consideration.

INHERITANCE AND SUCCESSION ISSUES BEING RESOLVED

With the new regulation, lands where agricultural activities are carried out but which could not be registered in the ÇKS due to ownership and inheritance issues can be registered via a letter of commitment. Thus:

Farmers who have been deprived of state subsidies due to ownership and inheritance issues will be able to benefit from these incentives.

A solution will also be provided for lands that are subject to litigation or where succession has not been completed.

However, if a shareholder or heir objects to lands applied for via a letter of commitment within the production year, the records for the contested shares will be terminated.

INSPECTIONS TO BE CONDUCTED VIA SATELLITE IMAGERY

Within the scope of the regulation, lands subject to a letter of commitment will be checked on-site by satellite imagery or inspection commissions. In this way, the authenticity of agricultural activities will be audited, and the abuse of the regulation will be prevented.

The Ministry stated that lands for which succession has not been completed can be registered based on court or notary-approved inheritance certificates after the death of the owners registered in the land registry.

In objections to be made by heirs, it will be mandatory to present a certificate of inheritance.
