First details emerge on 'equality in execution' regulation that paves the way for amnesty for PKK members
50 thousand more prisoners will be released. The scope of the amnesty law for terror offenders is expanding with the new regulation. With the "equality in execution" regulation, the possibility of release will be provided for members of the terrorist organization PKK.
The new regulation will pave the way for the release of tens of thousands of prisoners. It had been announced that the number of convicts who would benefit from the regulation made within the scope of the 11th Judicial Package was close to 55 thousand.
However, Feti Yıldız of the MHP had announced that this number would rise to 115 thousand and that the releases would be carried out in stages.
Pro-government media announced these stages with the "equality in execution" regulation, and it was reported that the door to release would be opened for approximately 50 thousand more prisoners. While it was stated that terror offenders were not included in the release process in the first judicial regulation, the possibility of pardoning PKK members has come to the agenda with the new regulation.
NEW AMNESTY REGULATION FOR PKK PRISONERS
The second phase of the amnesty law prepared by the government will cover PKK members. Following the visit of DEM Party's Pervin Buldan to MHP leader Devlet Bahçeli, it was announced that the second phase of the Imralı process had begun. Bahçeli's statements during this process fueled discussions that the scope of the amnesty law would be expanded.
The "equality in execution" regulation is an important step toward equalizing the detention periods of prisoners remaining in prisons. It is aimed to release prisoners who have completed half of their sentences in prison in stages. PKK members who have completed their detention period may be released with this regulation.
FETÖ AND OTHER TERRORIST ORGANIZATIONS WILL REMAIN OUTSIDE THE SCOPE
With the new regulation, the duration of sentences for terror crimes will be reduced to three-quarters. However, only PKK members will be able to benefit from this regulation.
FETÖ and other terrorist organizations will not be included in this regulation because they have not disbanded their organizations. Only PKK members will be able to benefit from this regulation on the condition that their organization disbands itself.
The government announced that it aims to simplify this regulation and make it more understandable. Furthermore, the regulation is intended to be permanent. A report is expected to be prepared in line with the proposals from political parties regarding the equalization of the execution periods of sentences. This report will outline the framework of the legal regulation to be made.
OFFENDERS EXCLUDED FROM THE SCOPE
According to the report by Sözcü, FETÖ, offenders linked to terrorist organizations, earthquake contractors, and those who have committed crimes against women and children will be excluded from the 11th Judicial Package.
The new regulation will ensure the release of 50 thousand of the 115 thousand prisoners remaining in prisons. However, it will not be possible for some crime groups to benefit from this law.
