Pro-government media announces when the PKK terrorist organization will lay down its arms: Is an amnesty on the agenda?

New information continues to emerge daily regarding the new resolution process, which has gained momentum following the call from MHP leader Bahçeli.

TECHNICAL PREPARATIONS FOR DISARMAMENT

As part of the process, technical preparations regarding the organization's disarmament procedure are also underway. It has been reported that detailed work is being carried out on where, how, and with which registration systems the weapons will be surrendered.

On the other hand, according to a report by the Türkiye newspaper citing security sources, it is claimed that the PKK terrorist organization will convene a "dissolution congress" at the beginning of May as part of the new resolution process and will surrender all its weapons by the end of June. It is alleged that the message sent by Abdullah Öcalan to the organization, calling for them to "convene your congress, lay down your arms, and dissolve yourselves," has been influential.

LEGAL REGULATIONS MAY COME TO THE AGENDA IN JULY

If the process proceeds as planned and the organization completes the dissolution decision and disarmament, it is expected that some political and legal steps will be brought to the agenda before Parliament goes into recess, that is, by July.

NO AMNESTY FOR ÖCALAN, CONDITIONS TO BE REVIEWED

Even if the PKK terrorist organization dissolves itself, there will be no amnesty for Öcalan as part of the process. Öcalan will continue to remain in Imralı Prison. However, it is stated that prison conditions will be reviewed in line with the conditions of the new era.

NEW EXECUTION MODELS ON THE TABLE

Independently of this process, the Ministry of Justice is working on changes to the penal execution system as part of a new judicial package. Flexible models such as "weekend execution," "night execution," and "home confinement" are planned to be implemented.

TERROR CONVICTS CURRENTLY EXCLUDED

Ministry of Justice sources announced that the home confinement practice does not currently cover those convicted of terror-related crimes. However, it is stated that this issue may be evaluated in the future depending on the process. There are currently approximately 25 thousand terror convicts in prisons. Of these, 17 thousand are convicted for membership in the PKK and similar structures, while 8 thousand are convicted for FETÖ membership.

HOME CONFINEMENT OPTION FOR THE ELDERLY AND SICK

If a regulation is made for the new execution system, the possibility of serving sentences at home may come to the agenda, especially for sick prisoners, women with children, and convicts over the age of 65 who cannot live alone. These regulations will be supported by revisions to be made to the Penal Execution Law in line with the vision of a "terror-free Turkey."

WHAT HAPPENED?

PKK ringleader Öcalan, who was called upon by MHP Chairman Devlet Bahçeli to "end terror activities and dissolve," made the long-awaited call, announcing that the PKK should dissolve itself and all groups should lay down their arms. Öcalan's call included the following statements: "I am making a call to lay down arms in this climate created by the call made by Mr. Devlet Bahçeli, the will put forward by the President, and the positive approaches of other political parties toward the aforementioned call, and I am assuming the historical responsibility of this call." Öcalan said, "Convene your congress and make a decision for integration with the state and society."

In addition to terrorist leader Öcalan's call for "Peace and a Democratic Society," a note he sent was also read, stating: "While presenting this perspective, undoubtedly, in practice, the laying down of arms and the dissolution of the PKK require the recognition of democratic politics and the legal dimension."

Following Öcalan's statement regarding the PKK dissolving itself and all groups laying down their arms, the organization's so-called executive committee stated that they joined Öcalan's call and would fulfill its requirements.

Qandil had stated that they had declared a ceasefire effective from March 1, and that no armed force would take action unless there was an attack.
