Tayyar stated the following: "Brother Nazif, the issue is this: there is no problem with the academic career of the Minister of National Education. However, to become a rector, one was required to have held a professorship position for 3 years. That three-year period was removed by a decree. After that, he was appointed rector. However, that decree was later annulled."
