Busy schedule at the Grand National Assembly of Turkey: What topics will be discussed in the new week?
The General Assembly of the Grand National Assembly of Turkey (TBMM) will begin its weekly work on Tuesday, May 28. The TBMM has a busy agenda for the new week. Deliberations on the legislative proposal regarding the establishment of the Foundation for Strengthening the Ministry of Foreign Affairs will begin in the General Assembly. Regulations concerning cryptocurrencies and amendments to the Turkish Armed Forces Personnel Law will also be discussed in committees.
Deliberations on the legislative proposal for the Foundation for Strengthening the Ministry of Foreign Affairs will begin in the General Assembly of the Grand National Assembly of Turkey (TBMM).
The General Assembly, which will begin its weekly work on Tuesday, May 28, will address the legislative proposal regarding the establishment of the Foreign Affairs Foundation as well as legislative proposals concerning certain international agreements.
According to the proposal for the establishment of the Foreign Affairs Foundation, the foundation will be able to acquire, lease, and construct all kinds of movable and immovable property to improve the service quality of the Ministry of Foreign Affairs, leave their use partially or entirely to the ministry when necessary, and purchase or lease all kinds of vehicles to allocate to the ministry when needed.
It will carry out work to utilize immovable properties owned by or allocated to the ministry that are not currently needed, in accordance with relevant legislation.
The foundation will be able to establish higher education institutions and support the development of the qualifications and representation capabilities of personnel.
CRYPTO ASSETS REGULATION ON THE COMMITTEE AGENDA
Specialized committees of the TBMM will also convene to address agenda items and legislative proposals.
The Planning and Budget Committee will discuss the Legislative Proposal on Amendments to the Capital Markets Law, which includes regulations regarding crypto assets.
According to this proposal, it will be mandatory to obtain permission from the Capital Markets Board (SPK) for crypto asset service providers to be established and to begin operations.
Natural persons and officials of legal entities found to be operating as crypto asset service providers without permission will be sentenced to imprisonment from three to five years and a judicial fine from 5 thousand to 10 thousand days.
Chairmen and members of the board of directors and other personnel of crypto asset service providers who commit the crime of embezzlement will be punished with imprisonment from 8 to 14 years and a judicial fine of up to 5 thousand days.
Each year, one percent of all revenues of the platforms, excluding interest income from the previous year, will be paid to the SPK budget and one percent to the TÜBİTAK budget by the end of May of the relevant year and recorded as revenue.
Those conducting crypto asset service provider activities will be required to submit a declaration within one month from the effective date stating that they will make the necessary applications to obtain an operating license or that they will take a liquidation decision within three months without harming customer rights and interests.
Crypto asset service providers based abroad will terminate their activities directed at persons residing in Turkey within three months following the date the law enters into force.
LEGISLATIVE PROPOSAL FOR TSK PERSONNEL
The Legislative Proposal on Amendments to the Turkish Armed Forces (TSK) Personnel Law and Certain Other Laws is also expected to be addressed by the National Defense Committee.
According to the proposal, the contracts of specialized sergeants who act in unity with terrorist organizations, assist these organizations, use or allow the use of public facilities and resources to support these organizations, or engage in propaganda for these organizations will be terminated, and their connection with the TSK will be severed.
All kinds of announcements regarding exams to be held by the Ministry of National Defense, as well as the notification of applications and exam results to candidates, will be made via the ministry's website.
Mothers and fathers of martyrs will also be able to become members of the Turkey War Disabled, Martyrs' Widows and Orphans Association.
Contracted sergeants and privates will be able to use officer and non-commissioned officer shuttles when leaving their duty stations after work, as well as when commuting to and from work.
Personnel who started their insurance after 1999 and were retired due to lack of staff by the decision of the Supreme Military Council after February 1, 2018, will be granted a retirement pension upon completing 25 years of service, regardless of age, for both men and women.
Monthly wages for contracted sergeants and privates serving in Amphibious Marine Infantry Brigade Commands will be paid with a 5 percent increase in terms of the job difficulty and risk they are undertaking.
Minister of Transport and Infrastructure Abdulkadir Uraloğlu will provide information to the Digital Media Committee. Additionally, the Sub-Committee on Examining the Rights of Convicts and Detainees of the Human Rights Investigation Committee will discuss prison visit programs. The TBMM Research Committee on the İliç Mine Accident will continue to hear from academics.
AKP TO SUBMIT TRANSPORTATION PROPOSAL TO PARLIAMENT
Under the chairmanship of AKP Group Chairman Abdullah Güler, work on the legislative proposal covering certain regulations in the field of transportation has reached its final stage.
The proposal, which also includes regulations regarding airports, pilotage and tugboat services in seas, and navigation services, is planned to be submitted to the Speaker of the Parliament this week.
Group meetings of political parties with groups in Parliament will be held on Tuesday and Wednesday.
