Security sources had stated that for legal regulations to proceed, the PKK must first lay down its arms and the evacuation of caves must be confirmed. A response to these assessments came from Qandil. PKK terrorist Murat Karayılan stated that they would not lay down their arms before legal regulations are enacted.

Muhammed Vefa used the following expressions in his assessment of the subject:
“The government is preparing to bring the legal regulations regarding a ‘Terror-Free Turkey’ to the parliamentary agenda by taking advantage of the heated atmosphere of the World Cup. During this period when the sports agenda is intense, they aim to reduce the impact of reactions that may come from their own voters.”
