Decision on 'authority to issue statements' in CHP party bylaws

In the CHP, with a bylaw amendment, the "authority to issue statements binding the party" has been granted exclusively to Central Executive Board (MYK) members designated by the chairman. With the decision taken, the signature requirement for the incumbent chairman to be a candidate again has been removed.

Significant changes have taken place in the Party Bylaws, which the Republican People's Party (CHP) changed with the approval of the majority of its delegates.

According to a report by Birgün, members who do not take responsibility in elections and public referendums in which the party participates will be relegated to "passive member" status. All party members will be expected to "show dedication to recruiting new members to the party." At the same time, membership dues, which were between 12 TL and 60 TL before the change in the party, will be increased to between 120 TL and 6,000 TL.

With the new bylaws, the "problem of mass membership" will also be prevented. To ensure that mass members do not affect election results, a "requirement of being a party member for at least one year" will be introduced to be able to vote in primary elections. To be eligible to vote, members will also be required to pay dues regularly and participate in party activities. The powers of provincial and district chairmen will also be increased. Provincial chairmen will be able to call members of parliament, municipal council groups, and party-affiliated mayors to regular or extraordinary meetings for the purpose of "planning and evaluating field work."

District chairmen will have the opportunity to call municipal council groups and mayors to meetings.

The CHP will also take an important step to "prevent the appearance of a dual-headed structure." The authority to issue statements binding the party will be limited only to MYK members.

The authority will be granted personally by the CHP Chairman. The interval of congresses, which are held every two years according to the current bylaws, will also be set as "every three years." Accordingly, the 21st Ordinary Congress of the CHP will be held in 2026, not in 2025.

CHAIRMANSHIP CANDIDACY

The CHP will also implement an important regulation regarding debates on chairmanship candidacy. The incumbent Chairman will be able to be a candidate upon their own request and will not be required to collect signatures. Those who wish to be candidates will be required to collect signatures equal to 10 percent of the number of congress members.

CENTRAL QUOTA

Despite the public perception that "major debates will take place," striking changes will also occur under Article 52, which was passed with the support of nearly all delegates. Parliamentary candidacy will be limited to three terms starting from the 27th legislative term.
