Babacan wrote that Erdoğan conveyed his views on future work in meetings with his staff with the following words:

Let us explain that this is a relay race without causing new resentments. Let us look for ways to work together in the elections. We must walk with those who carry the burden, not those who are a burden to us. If they will not increase the party's vote, if they will bring more harm than good, if they are going to be the subject of gossip, we have no business with them.”

Using the phrase "Due to this approach by Erdoğan, it is considered certain that a large portion of the current mayors will be changed," Babacan wrote, "It is interpreted that Erdoğan is preparing the current mayors for the process by giving messages of change in the meetings he holds and in his public speeches. It is expected that farewells will be said especially to those serving three terms and to mayors about whom various allegations circulate locally."
