The AKP leadership has established a strategy group to address four fundamental issues that directly affect Turkey's future. The reports to be prepared will be presented to President and AKP Chairman Recep Tayyip Erdoğan.
A new strategy group has been formed at the AKP Headquarters to address deficits in social security, discrimination in social assistance, lack of oversight in public spending, and the declining population growth rate. Journalist Nuray Babacan wrote in her column in Nefes Gazetesi that serious problems in these four areas have been acknowledged.
According to Babacan, the failure to implement previously announced reform packages increases doubts about the process. Babacan stated, "When politics is experienced like a 'roller coaster,' the feeling that the country's real problems are being consciously overlooked grows."
Attention was drawn to the social security system, which experts have long said is signaling a "collapse." According to AKP officials, the increase in deficits following the EYT (Retirement Age) regulation has worsened the situation.
As reported by Babacan, "While the world average is 3 workers supporting 1 retiree, in Turkey, 1 worker supports 1.5 retirees."
Informal employment, early retirement, the active-passive balance disrupted by political interventions, inefficient use of funds, and problems in premium collection were cited as the system's fundamental weaknesses.
ALLEGATIONS OF POLITICAL DISCRIMINATION IN SOCIAL ASSISTANCE
It was stated that complaints regarding social assistance have also increased. It was alleged that aid does not reach those in need, there is no coordination between institutions, and these processes have become a "tool for political discrimination."
Babacan conveyed the following: "It is stated that aid provided independently because municipalities are considered public institutions does not reach those in need, and that this is even used as a tool for political discrimination."
It was reported that discussions have begun within the AKP that, beyond just distributing aid, those receiving it should be turned into productive individuals.
It was stated that the goals of ensuring discipline in the public sector and auditing expenditures have remained on paper. Babacan described the public savings problem as a "complete black hole."
It was emphasized that vehicle and travel restrictions have not provided a solution and that more deep-rooted steps are needed. Among these, the following topics stood out:
Compliance with the Public Procurement Law
Removal of exemptions
Auditing of State Supply Office (DMO) purchases
Ending the privileges granted to contractors
Babacan added to her article, "The luxury experienced from the Presidential Palace to the Directorate of Religious Affairs and governorships was ignored. Those who begrudge public employees their housing did not conduct a study on who is being favored through exemptions in public tenders."
One of the AKP's priority agendas has been the decline in the population growth rate. According to projections, the proportion of the elderly population will rise to 13.5 percent in 2030 and 38.5 percent in 2080.
It was stated that the fertility rate has fallen below the 2.1 level required for the population to replenish itself.
It was noted that the government has realized it cannot produce a solution with the "everyone should have three children" approach. The following suggestions were listed for a solution:
Developing infrastructure for child care for working mothers
Regulation of maternity leaves
Increasing the number of nurseries and daycare centers
Strengthening economic support mechanisms
