Bolu Mayor Tanju Özcan stated in his announcement that the experts who prepared the preliminary investigation report had been removed from their duties. Özcan said, "The findings in the report prepared regarding the fire were critical for uncovering the real culprits. However, legal pressure was applied to the expert committee, and their work was obstructed."

CHP leader Özgür Özel shared the first part of the preliminary investigation report prepared after the disaster with the public. In the content of the report he shared, Özel emphasized that it included the inadequacy of the fire extinguishing systems at the hotel and the lack of inspections by the relevant institutions. Özel's statements were as follows:

“The fire extinguishing systems are not working, and the emergency exits are unusable. Despite all this, the hotel continued its operations. The Ministry of Culture and Tourism and other authorized institutions have failed to fulfill their inspection duties.”

MINISTER TUNÇ CALLED IT A PIRATED REPORT

The report disclosed by the CHP was harshly criticized by Minister of Justice Yılmaz Tunç. Arguing that the report has no legal validity, Tunç made the following statements:

“This report is not an official expert report. It is a pirated report prepared to mislead the public and evade responsibility. The facts will emerge when the official investigation is completed.”
