GOOD NEWS FOR THOSE DISMISSED FROM UNIVERSITIES: STUDENT AMNESTY IS COMING
The legislative proposal that will allow students who have been dismissed from universities to return to their education is nearing completion. According to the draft, which is planned to be submitted to Parliament next week and envisions amendments to the Higher Education Law No. 2547:
• Those dismissed from university after the end of July 2022,
• Those who were unable to benefit from any previous amnesties for any reason before this date will be able to return to their seats.
• Within the scope of the regulation, new administrative arrangements for academic staff will also be implemented.
"DEFINITION" OF JUVENILE CRIMES IS CHANGING, PENALTIES ARE INCREASING
In line with the report of the Parliamentary Research Commission, which was established following the Ahmet Minguzzi murder and similar incidents that caused a great public outcry, radical changes are being made to the juvenile justice system.
With a special legislative proposal to be submitted separately from the 12th Judicial Package currently under preparation:
The term "child dragged into crime" in current laws will be removed and replaced with definitions such as "child in the judicial process" or "child under judicial follow-up."
Criminal sanctions for murders and sexual crimes involving children will be increased significantly.
IMPACT ANALYSIS FOR "IBAN VICTIMS"
The countdown has also begun for the 12th Judicial Package, which aims to be enacted before Parliament goes into recess and whose primary goal is to accelerate judicial processes. AKP officials stated that a comprehensive impact analysis is being conducted regarding whether regulations for individuals known in the public as "IBAN victims" will be included in this package, and that a final decision will be made after this analysis.
AUTUMN INDICATED FOR NEW CONSTITUTION AND REFERENDUM
Clear messages have also been received regarding the "new constitution" and a possible "referendum" process, which are hot agenda items in politics. Party officials, stating that the commission established within the party is currently working to prepare a "policy document," made the following assessment regarding the referendum debates:
"What is important is to produce a constitutional text that can be accepted by the vast majority of society and parliament, and on which a consensus has been reached."
AKP officials pointed to the upcoming autumn period as the earliest date when the new constitution traffic could come to the Parliament's agenda.
