Investigation permission denied for $416,000 public loss uncovered by İmamoğlu's request

While debates continue regarding the potential arrest of Istanbul Metropolitan Municipality (İBB) Mayor Ekrem İmamoğlu, it has emerged that permission for an investigation was denied despite a lawsuit being filed to hold individuals accountable for a $416,000 public loss identified from the period prior to 2019.

Investigation permission denied for $416,000 public loss uncovered by İmamoğlu's request

According to information obtained, Istanbul Metropolitan Municipality Mayor and CHP presidential candidate Ekrem İmamoğlu sought to hold those responsible for public losses identified in projects carried out before 2019, but permission to investigate the relevant individuals was not granted.

One of the transactions that İmamoğlu had the Inspection Board examine after being elected İBB Mayor was the tender for the “Construction of New Green Areas Throughout Istanbul”, conducted by the İBB Green Areas and Facilities Construction Directorate on September 21, 2016. 

NO PERMISSION FOR INVESTIGATION

The inspection revealed that a public loss amounting to 2 million 494 thousand 011 TL occurred in the “Rahmi Demir Recreation Area” and “Pendik Life Grove 1st Stage” projects, which were part of a larger project covering 39 separate parks and landscaping works across Istanbul. It was stated that, based on the exchange rate at the time of the assessment, the loss corresponded to approximately 416 thousand dollars. The İBB requested both administrative and judicial investigations into the managers of that period whom it believed were responsible for the public loss. However, the Istanbul Governorship did not grant permission for an investigation into the civil servants in question on April 22, 2020.

A lawsuit was filed at the Istanbul 35th Civil Court of First Instance for the recovery of the public loss in question. An expert report regarding the matter was prepared on June 25, 2024. It was stated that the process of collecting the public loss is ongoing.
