Local election efforts gain momentum: Special strategy from CHP for Ankara and Istanbul!

The roadmap for the CHP's local election process has begun to take shape following the conclusion of the congress process. 

It was learned that the local election calendar and candidate selection criteria were discussed at the CHP Central Executive Board (MYK) meeting held yesterday.

According to a report by Ceren Bayar from Gazete Duvar; the CHP management will employ different methods in determining mayoral candidates. Four different criteria will be taken into account regarding whether or not to re-nominate current mayors in provinces and districts held by the CHP, particularly in metropolitan areas.

SATISFACTION SURVEYS TO BE CONDUCTED FOR INCUMBENT MAYORS

The CHP's first criterion for candidate selection will be 'satisfaction with the incumbent mayor'.

"Satisfaction surveys" will be conducted to measure whether voters are satisfied with the mayor and their services.

HOW MANY VOTES DID THE MAYOR ADD TO THE PARTY?

On the other hand, the CHP's vote share in the last election will be compared with the CHP's current vote share in recent polls. In this way, it will also be measured whether the mayor has contributed votes to the party.

OPINIONS OF PROVINCIAL ORGANIZATIONS AND PROVINCIAL DEPUTIES WILL BE SOUGHT

The success of mayors in municipalities currently held by the CHP will also be evaluated by taking into account the opinions of the party's provincial or district organizations and the province's deputies.

REPORTS FROM DEPUTIES OF OTHER PROVINCES

Opinions will be sought not only from the organization managers and deputies of that specific province or district, but also from delegations consisting of deputies and party officials from other provinces assigned by the party. Deputies and party officials from other provinces will prepare reports regarding the provinces to which they are assigned. While preparing these reports, the opinions of not only party members in that city but also non-governmental organizations, business people, local media, and tradespeople will be sought.

When all these stages are completed, the candidate selection method will be finalized based on the results. The new MYK, which is considering adopting a primary election method under party supervision, states that a consensus could be reached on a single name in some provinces, while this method may not be feasible in provinces with a low number of members.

EXCLUDING ISTANBUL, ANKARA, AND AYDIN

These methods, which will be valid in all provinces and districts where the CHP is in power, will not apply to Istanbul, Ankara, and Aydın, where Chairman Özgür Özel has already announced the names and where satisfaction rates are very high.

WOMEN AND YOUTH QUOTAS FOR MUNICIPAL COUNCIL MEMBERSHIP

The CHP will also implement gender and youth quotas for municipal council memberships. Accordingly, one-third of the municipal council candidate list will consist of women, and one-fourth will consist of young people.

MAMAK, ETİMESGUT, AND GÖLBAŞI TARGETED IN ANKARA

The CHP will pursue a special strategy for Ankara and Istanbul. It is stated that some municipalities in Ankara, where Kemal Kılıçdaroğlu received a high number of votes in the presidential election but which are still held by the AKP or MHP, could be won. Special focus is being placed on district municipalities such as Mamak, Etimesgut, and Gölbaşı.

TARGET SET FOR ISTANBUL: AT LEAST 25 DISTRICTS TO BE WON

While CHP officials state that they have the potential to win at least 25 of the 39 districts in Istanbul, they also express that they are working to win 30 districts. Explaining that mayoral candidates will be determined by taking into account the district's demands, social fabric, and relationships with different segments of society, the managers stated that they are conducting comprehensive and scientific studies containing detailed data on this subject.

CAMP IN ANTALYA IN EARLY DECEMBER

The CHP management will hold a camp in Manavgat, Antalya, between December 1-3, with the participation of deputies, Party Assembly members, and party officials to determine the local election strategy. In addition to proposals regarding the election campaign, the delegations to be assigned to the electoral districts will also be determined at the camp.

WHEN ARE CANDIDACY APPLICATIONS IN THE CHP?

According to the circular sent to provincial and district presidencies following the MYK meeting, applications for metropolitan, provincial, district mayoralties, and municipal council memberships will be accepted between November 21-28.

The recommendation decision taken in the previous term, which advised provincial and district chairs not to run for mayor, will be implemented. However, if a trend emerges in line with public opinion polls and the views of the organizations for provincial or district managers to become mayoral candidates, exceptional applications may be possible. Furthermore, in places where a candidate cannot be fielded due to the party's weakness, district, provincial, or town chairs will be natural candidates.

CHP WILL FIELD CANDIDATES IN ALL 81 PROVINCES AND ALL ELECTORAL DISTRICTS

The CHP will field candidates in all metropolitan, provincial, district, and town municipalities. In the coming process, this decision may be reviewed for some electoral districts if election cooperation with other opposition parties comes to the agenda and an agreement is reached between the parties.

The CHP management will not wait for a move from any party, especially the IYI Party, for local election cooperation talks. Contacts will begin as soon as possible.

HOW MUCH WILL CANDIDACY FEES BE IN THE CHP?

Candidacy application fees for mayoral and municipal council memberships in the CHP have also been clarified. Application fees will increase gradually according to the population size of the place where the application is made. Accordingly, the highest fee will be paid by metropolitan mayoral candidates at 50 thousand liras, and the lowest fee will be paid by candidates for towns with a population of less than 5 thousand at 3 thousand liras. Application fees between 1 thousand and 10 thousand liras will be collected from municipal council member candidates depending on the population of the place they are applying to. Those applying under the women and youth quotas will pay half of the determined fee, while no fees will be collected from people with disabilities, relatives of those who lost their lives in conflicts, and veterans.
