'Relative favor' for Aziz İhsan Aktaş, the main actor in CHP operations: Excluded from trusteeship
Trustees have been appointed to 16 of the 23 companies owned by Aziz İhsan Aktaş, the main actor behind the operations targeting CHP-run municipalities. However, it is alleged that major energy and fuel companies in which Aktaş is a partner with his girlfriend, relatives, and the Cengiz family were excluded from the trusteeship.
Trustees have been appointed to 16 of Aziz İhsan Aktaş's 23 companies. While Aktaş is accused of being a "criminal organization leader," he was placed under house arrest in previous months, and later released after the house arrest was lifted. This statement by Aktaş led to the initiation of operations against numerous CHP-run municipalities and the arrest of their mayors.
NAMES CLOSE TO THE GOVERNMENT IN COMPANIES WITHOUT TRUSTEES
However, the majority of the companies to which no trustees were appointed are critical, revenue-generating firms linked to business people close to the government. Among the partners of these companies are Aktaş's girlfriend, his relatives, and names close to the government such as the Cengiz family.
According to a report by Halk TV, İldeniz Organizasyon Ltd. Şti., founded by Aktaş's girlfriend Gökçe Gökçe, operates in event tenders for municipalities and was not among the small companies to which trustees were appointed. Furthermore, Sanart Restorasyon Ltd. Şti. was founded by Ferhat Aktaş with a capital of 50 million TL, and Ferhat Aktaş, as a relative of Aziz İhsan Aktaş, is known for his activity in construction and restoration tenders. Cihangir Mimarlık Ltd. Şti. is based in Diyarbakır and was founded by Cihangir Aslan, a name close to Aktaş.
COMPANIES IN THE ENERGY AND FUEL SECTOR EXCLUDED FROM TRUSTEESHIP
Among Aktaş's aforementioned companies, Güven Elif Otoyol İşletmeleri A.Ş. is one of the companies linked to the petrol station that caused the arrest of Gaziosmanpaşa Mayor Hakan Bahçetepe. When Aktaş was arrested, Gürkan Dölekli was appointed as the chairman of the board in a critical change made on April 9, 2025. However, Europe's largest fuel station was excluded from the trusteeship.
CONNECTION TO CENGİZ HOLDİNG
It is alleged that one of Aktaş's major energy companies, BİG Petrolcülük A.Ş., is also linked to the Cengiz family. Names close to the government, such as Nurettin Cengiz and Alaattin Cengiz, established partnerships with Aktaş's companies through Yamakoğlu İnşaat. Trustees were not appointed to these companies either.
Perla Denizcilik Ticaret A.Ş. was founded by Aziz İhsan Aktaş, Baki Nugay, Gürkan Dölekli, and Nurettin Cengiz. The company operates in the maritime and energy sectors, and no trusteeship was imposed. Perla followed a strategy thought to be a direct reference to politics by naming the oil tanker it purchased in 2010 "Yeni Yüzyıl" (New Century).
The Cengiz family's cooperation with Aktaş's companies involves major public tenders and high-profile projects. In this context, companies acting under the influence of Cengiz Holding were excluded from the trusteeship. Most of the companies to which trustees were appointed had previously declared bankruptcy protection (konkordato).
