Ziraat Teknoloji's 3.7 billion TL data center tender awarded to AKP MP's spouse's company

The tender for the “Ziraat Finance Group Ankara Data Center Service Building Construction Work,” held by Ziraat Teknoloji A.Ş., a subsidiary of Ziraat Bank, has been awarded to Pasifik Gayrimenkul Yatırım İnşaat Anonim Şirketi.

According to information in the Public Procurement Bulletin, a contract worth 3 billion 777 million TL was signed with the company on July 20. It is noted that Pasifik GYO, which won the tender, is owned by Fatih Erdoğan, the spouse of AKP Member of Parliament Asuman Erdoğan.

It is noteworthy that the tender was organized using the negotiated procedure under Article 21/B of the Public Procurement Law. This article is known as a method that can be used in sudden and unexpected situations such as natural disasters, epidemics, or the danger of loss of life or property.

PREVIOUS PROJECTS UNDERTAKEN BY THE COMPANY

Fatih Erdoğan's company has previously come to the fore with large public-linked real estate projects. Emlak Konut Gayrimenkul Ortaklığı A.Ş. had announced that it sold its 39 thousand 584 square meter plot in Türkbükü, Bodrum, Muğla, to Pasifik GYO under a “revenue sharing in return for land sale” model. While a total revenue of 7 billion 770 million TL was targeted in this project, it was stated that the company's share would be 3 billion 496 million TL.

It was also reported that Pasifik GYO won the tender for the military housing land in Beşiktaş, Istanbul, last year for 2.6 billion TL. While the housing buildings were being demolished as part of the project, objections were raised on the grounds that the connection of some surrounding sites and apartment buildings to the main road was cut off. The expert report included in the case file assessed that the street passing into private ownership was unlawful.

It is reported that Fatih Erdoğan also received tenders during the Ankara Metropolitan Municipality period in the past. It was stated that Erdoğan received four separate tenders from the municipality totaling 142 million TL between 2011 and 2014 through Orpaş Gıda Sanayi ve Ticaret A.Ş.

The tendering of the former EGO Garage land in Ankara to the Pasifik İnşaat and Çiftay Ordinary Partnership in 2015 was also among the controversial projects. It had previously been reflected in the public domain that Pasifik İnşaat could not pay its debts due to the loan it used from Ziraat Bank for the Next Level Shopping and Business Center project, and that the bank had seized the project.
