Authority limits for authorized bodies in agricultural enterprise procurement and sales tenders have changed

The General Directorate of Agricultural Enterprises has made changes to its procurement and tender regulation. A series of decisions were announced in the amendment regulation published in the Official Gazette.

The changes in the regulation are as follows:

a) In procurement and sales and tenders conducted by the General Directorate;

1) Procurements and sales from 12,000.00 TL up to and including 600,000.00 TL are carried out upon the proposal of the branch manager and the approval of the Head of the Trade and Procurement Department.

2) Procurements and sales from 600,000.01 TL up to and including 2,000,000.00 TL are carried out upon the proposal of the Head of the Trade and Procurement Department and the approval of the relevant deputy general manager. A procurement and sales record is prepared for procurements and sales within these limits.

3) Procurements and sales from 2,000,000.01 TL up to and including 8,000,000.00 TL are carried out upon the decision of the Central Procurement and Tender Commission, the favorable opinion of the relevant deputy general manager, and the approval of the General Manager.

4) Procurements and sales of 8,000,000.01 TL and above are carried out upon the decision of the Central Procurement and Tender Commission, the favorable opinion of the relevant deputy general manager, the referral with the approval of the General Manager, and the approval of the Board of Directors.

b) In procurement and sales and tenders conducted by the enterprises;

1) Procurements and sales from 12,000.00 TL up to 200,000.00 TL, and in the Ceylanpınar and Gözlü Agricultural Enterprise Directorates from 15,000.00 TL up to and including 400,000.00 TL, are carried out upon the proposal of the trade and procurement chief and the approval of the enterprise manager, and a procurement and sales record is prepared.

2) Procurements and sales from 200,000.00 TL up to 400,000.00 TL, and in the Ceylanpınar and Gözlü Agricultural Enterprise Directorates from 400,000.01 TL up to and including 800,000.00 TL, are carried out upon the decision of the enterprise procurement and tender commission and the approval of the enterprise manager.

3) Procurements and sales of 400,000.00 TL and above, and in the Ceylanpınar and Gözlü Agricultural Enterprise Directorates exceeding 800,000.00 TL, are carried out upon the decision of the enterprise procurement and tender commission, the referral with the consent of the enterprise manager, and the approval of the authority specified in clause (c). However, crop sales made at exchanges and foal sales made at enterprises and hippodromes, for which final sales authority is granted in the tender authority given to enterprise directorates, are carried out upon the decision of the enterprise procurement and tender commission and the approval of the enterprise manager without being submitted to the approval of the authority specified in clause (c).

c) Approval limits for decisions coming from enterprises;

1) Enterprise procurement and tender commission decisions exceeding enterprise limits up to and including 800,000.00 TL are approved by the Head of the Trade and Procurement Department,

2) Enterprise procurement and tender commission decisions from 800,000.01 TL up to and including 2,000,000.00 TL are approved by the relevant deputy general manager upon the proposal of the Head of the Trade and Procurement Department,

3) Enterprise procurement and tender commission decisions from 2,000,000.01 TL up to and including 8,000,000.00 TL are approved by the General Manager based on the proposal of the Head of the Trade and Procurement Department and the favorable opinion of the relevant deputy general manager,

4) Enterprise procurement and tender commission decisions of 8,000,000.01 TL and above are approved by the Board of Directors upon the proposal of the Head of the Trade and Procurement Department, the favorable opinion of the relevant deputy general manager, and the referral of the General Manager.”
