Decision on education support for 40 thousand students

With the communiqué published in the Official Gazette dated November 29, 2023, the support amounts to be provided to students and the distribution of students for the 2023-2024 academic year have been determined.

PAYMENT DECISION FOR 40 THOUSAND STUDENTS

Within the scope of the communiqué, support will be provided to a total of 40 thousand students, including 12,800 TL for 4 thousand students studying in preschool education institutions, 15,400 TL for 10 thousand primary school students, 18,000 TL for 10 thousand middle school students, and 18,000 TL for 16 thousand secondary education students.

WILL BE DEPOSITED FOR STUDENTS BENEFITING FOR THE FIRST TIME

In the communiqué regarding the support to be given to students studying in private schools, it was stated that education and training support will be provided for Turkish citizen students studying in private primary schools, private middle schools, and private high schools, not exceeding the education period of the school at each level according to the school type of a student studying in public schools. It was also announced that those receiving education from private preschool education institutions can receive support for a maximum of one academic year, provided they are between 48-66 months old.

PRINCIPLES AND CONDITIONS OF THE COMMUNIQUÉ

Education and training support can be provided above the minimum number of students determined by the Ministry for each classroom according to education levels and in any case not exceeding the maximum number of students determined per classroom. The total number of students to receive education and training support is determined jointly by the Ministry of Treasury and Finance and the Ministry each year.

Education and training support can be provided by taking into account criteria such as the region's priority degree in development and development status, the income level of the student's family, the number of students in the education region, the success levels of the supported student and the school the student will attend, and priority students, either separately or together.

In the event that those who provide or benefit from the aforementioned education and training service cause overpayment by making false declarations, it is requested through notification that these amounts be paid within one month, together with the delay interest to be calculated according to Article 51 of Law No. 6183 from the date of payment. If not paid within this period, these amounts are followed up and collected by the tax offices affiliated with the Ministry of Treasury and Finance in accordance with the provisions of the mentioned Law. In case of repetition of these acts, their institution opening permits are also cancelled.

The provisions state: "The conditions to be sought for those to be employed in the Ministry within the scope of this article, the criteria for providing education and training support, the types of educational institutions to which support will be provided, the support amounts to be given by education levels and institutions, the control and supervision of education and training support, and other procedures and principles regarding the implementation of this article are determined by a regulation prepared jointly by the Ministry of Treasury and Finance and the Ministry."

On the other hand, in line with the provisions of Law No. 5580; it has been decreed that the amount of education and training support that can be provided for each student according to levels within the framework of the additional Article 2 of the Ministry of National Education Private Education Institutions Regulation published in the Official Gazette dated 20/3/2012 and numbered 28239 will be determined in the communiqué to be prepared jointly with the Ministry of Treasury and Finance.

In this context, the school levels and types, support amounts, number of students, and other related matters for which education and training support will be provided in the provinces of Adıyaman, Hatay, Kahramanmaraş, and Malatya, and the districts of İslahiye and Nurdağı in Gaziantep province, are stated below:

1- In the 2023-2024 academic year, the education and training support amounts to be provided to each student who will study in private preschool, primary school, middle school, and secondary education types opened within the scope of Law No. 5580, and the number of students to be supported for the first time are included in the table below.

2- The school levels and types to be provided with education and training support by province, the number of students, criteria for selecting students and schools, and other related matters will be specified in the guide to be published by the Ministry of National Education.

3- In case of less demand than the student quota allocated to provinces by school type, the Ministry of National Education may use the vacant quotas in provinces where there is high demand for the same school type.

4- Those who benefit from education and training support within the scope of Article 12 of Law No. 5580 cannot benefit from the education and training support specified in this Communiqué.

5- Education and training support is covered by the appropriation allocated for this purpose in the Ministry of National Education budget. The Ministry of National Education is authorized to determine the procedures regarding payment.

6- The Ministry of National Education and the Ministry of Treasury and Finance are authorized to make regulations on matters not included in this Communiqué and to resolve hesitations that may arise in practice.

7- This Communiqué, prepared jointly by the Ministry of National Education and the Ministry of Treasury and Finance, enters into force on the date of its publication, effective for the 2023-2024 academic year.

8- The provisions of this Communiqué are executed by the Minister of National Education and the Minister of Treasury and Finance.
