Decision on regulation change at the National Defense University

The "Regulation on Amending the Regulation on the Selection, Appointment, Duties, and Promotion of Academic Personnel of the National Defense University" was published in the Official Gazette dated November 27, 2023.

Decision on regulation change at the National Defense University

Among the regulations published in today's Official Gazette, the "Regulation on Amending the Regulation on the Selection, Appointment, Duties, and Promotion of Academic Personnel of the National Defense University" was released.

REGULATION CHANGE

ARTICLE 1- Subparagraphs (a), (e), and (g) of the first paragraph of Article 4 of the Regulation on the Selection, Appointment, Duties, and Promotion of Academic Personnel of the National Defense University, published in the Official Gazette dated 20/12/2017 and numbered 30276, have been amended as follows, and the following subparagraphs have been added to the same paragraph.

“a) Academic Unit: Refers to the military academies, institutes, the School of Foreign Languages, vocational schools for non-commissioned officers, and their sub-academic units within the National Defense University,”

“e) Directorate: Refers to the Atatürk Institute for Strategic Studies and Graduate Education, the Alparslan Institute of Defense Sciences and National Security, the Fatih Institute of Military History Research, as well as the School of Foreign Languages, the Land Non-Commissioned Officer Vocational School, the Naval Non-Commissioned Officer Vocational School, the Air Non-Commissioned Officer Vocational School, and the Band Non-Commissioned Officer Vocational School Directorates within the National Defense University,”

“g) Rectorate: Refers to the National Defense University Rectorate,”

“i) Ministry: Refers to the Ministry of National Defense,

j) Rector: Refers to the National Defense University Rector,”

ARTICLE 2- The fourth paragraph of Article 5 of the same Regulation has been amended as follows.

“(4) In order for civilian teaching staff applying from outside the institution to be employed in University positions, it is required that a security investigation and archive research have been conducted regarding them in accordance with the provisions of the Law on Security Investigation and Archive Research dated 7/4/2021 and numbered 7315, and the Regulation on Conducting Security Investigation and Archive Research, which was put into effect by the Presidential Decree dated 2/6/2022 and numbered 5649.”

ARTICLE 3- In the first paragraph of Article 6 of the same Regulation, the phrase “Ministry of Family, Labor and Social Services” has been changed to “the institution determined by the President,” the phrase “by the Deanship/Institute Directorate” in the third paragraph of the same article has been changed to “by the Deanship/Directorate,” and the phrase “, school of foreign languages” has been added after the word “institute” in the fourth paragraph of the same article.

ARTICLE 4- In the first paragraph of Article 7 of the same Regulation, the phrase “serving in the Turkish Armed Forces staff” has been changed to “military personnel serving in institutions within the staff and organization of the Ministry of National Defense,” and the phrase “of the State Personnel Presidency” has been changed to “on the website of the institution determined by the President.”

ARTICLE 5- In the first paragraph of Article 8 of the same Regulation, the phrase “serving in the Turkish Armed Forces staff” has been changed to “military personnel serving in institutions within the staff and organization of the Ministry of National Defense,” and the phrase “of the State Personnel Presidency” has been changed to “on the website of the institution determined by the President.”

ARTICLE 6- The first paragraph of Article 11 of the same Regulation has been amended as follows, the phrase “Ministry of Family, Labor and Social Services” in the third paragraph of the same article has been changed to “the institution determined by the President,” and the phrase “, school of foreign languages” has been added after the word “institutes” in the fourth paragraph of the same article.

“(1) Military or civilian individuals recognized for their work and/or publications in their own fields of expertise may be assigned for courses in the University's academic units that do not have appointed faculty members, or for the education, training, and practice of subjects within any course that require special knowledge and expertise. Military instructors are appointed according to Law No. 926 or assigned temporarily, while civilian instructors are selected for two years in accordance with the principles determined by this Regulation, provided that a security investigation and archive research are conducted pursuant to Law No. 7315 and the Regulation on Conducting Security Investigation and Archive Research, and they may be appointed to vacant instructor positions upon the Rector's proposal and the Minister's approval, or may be employed on a contract basis.”

ARTICLE 7- In the first paragraph of Article 12 of the same Regulation, the phrase “Ministry of Family, Labor and Social Services” has been changed to “the institution determined by the President,” and the word “Force” in the third paragraph of the same article has been changed to “Ministry.”

ARTICLE 8- This Regulation enters into force on the date of its publication.

ARTICLE 9- The Minister of National Defense executes the provisions of this Regulation.
