The decision that will affect at least one million cars has been published in the Official Gazette: Selling these vehicles is banned in the new year!
With a regulation published in the Official Gazette last week, the sales ban for vehicles exempt from Special Consumption Tax (SCT) has been extended to 10 years. It has been learned that the change in question will be applied retroactively, meaning cars purchased before the regulation will also be directly affected by the newly introduced restrictions.
In order to prevent abuse of vehicles offered for sale with SCT exemption for individuals with disabilities, the Grand National Assembly of Turkey (TBMM) introduced new restrictions on the sale of such cars with a legal regulation it passed last week.
The 'disabled vehicle sales ban' period, which was 5 years before the regulation, has been increased to 10 years with the change. Additionally, with the change published in the Official Gazette under the signature of President Erdoğan, a local content requirement of 40 percent or more will be sought for newly purchased cars.
THE REGULATION WILL BE APPLIED RETROACTIVELY

While there was curiosity about who the change in question would cover, journalist Emre Özpeynirci announced that the regulation would be valid retroactively.
Thus, individuals who purchased an SCT-exempt car in the past and were subject to a 5-year sales ban will not be able to offer their cars for sale for 10 years from the date they purchased them.
Regarding the matter, Özpeynirci shared the following on his social media account:
"-The regulation that has come into effect regarding SCT-exempt vehicles also covers the past.
In other words, those who bought them with the condition of not selling for 5 years will not be able to sell the vehicles in their possession for 10 years according to the new regulation.

You heard that right, normally such regulations would not be retroactive, but the statements made indicate that the regulation passed through parliament in this way due to those who abuse this system.
I am sorry, but unfortunately, this is the situation..."
AUTHORIZED INSTITUTION CONFIRMED THE CLAIMS
In his next post, Peynirci stated that he asked the authorized institutions about the regulation in question and that they confirmed the claims.
OVER ONE MILLION CARS WILL BE AFFECTED

With the regulation that has come into effect, as of 2025, only SCT-free vehicles purchased in 2015 and earlier will be able to be offered for sale again.
While it is expected that a sales restriction will be imposed on over one million cars with this regulation, many social media users reacted to the law being applied retroactively.
