New era for second-hand electronic devices

A series of regulations introducing significant new obligations for those operating in the second-hand electronics market has been announced. The regulation, published in the Official Gazette by the Ministry of Trade, will be applied to cover smartwatches, game consoles, and now televisions, primarily starting with mobile phones and laptops. The rapidly growing refurbished electronics sector will become safer and more auditable with the new rules.

Strengthening consumer rights at the purchasing stage forms a key pillar of the regulation. From now on, those who purchase a refurbished electronic product from a physical store will also be able to return their products without showing any reason, just as in online shopping. In accordance with the new regulation, the 14-day unconditional return right will be valid for everyone.

The trust issue frequently voiced in the sector is being addressed with new technological systems. Within this scope, a digital record will be kept for every second-hand electronic device offered for sale through the Refurbished Product Information System (YÜBİS) to be launched. In the system, changes made to the device, original part replacements, inquiry results regarding whether it is lost or stolen, and information about the organization that performed the refurbishment process will be easily accessible. Additionally, official certificates supporting the accuracy of the products and the legality of the transactions will also be shared via YÜBİS.

Uncertainties previously frequently encountered in the second-hand market are being prepared to be overcome with new practices. Especially thanks to the additional conditions brought to refurbishment centers, the quality and safety standards of electronic devices released to the market will be increased. Thus, consumers will be offered the opportunity to purchase guaranteed products, and old devices will regain economic value.
