Sexual abuse fugitive wanted for 27 years caught in Thailand thanks to artificial intelligence

Cheshire Police in England scanned a manipulated custody photograph of Burrows using an AI-powered facial recognition programme called PimEyes and determined that it matched a British expatriate named Peter Smith living on the island of Phuket in Thailand. It was established that Burrows had been living in a converted shipping container with a young Thai national and had been using a false identity.

Burrows, aged 80, was found to have systematically abused 24 boys between 1968 and 1995 across the Cheshire, West Midlands, and West Mercia areas. Serving as a scout leader at the time, Burrows gained the trust of the children before sexually assaulting them. Growing disclosures in the 1990s brought more victims forward and prompted a wide-ranging investigation.

THE FLIGHT AND CAPTURE

Burrows appeared in court in 1997 on sexual assault charges but disappeared after being released on bail. Fleeing to Thailand under a false identity, he went on to build a reputation among expatriate circles there. However, while saying his goodbyes to friends in Thailand due to health problems and financial difficulties, he made a confession-like statement, declaring "It's time to face the music." Those words led to the exposure of his true identity.

THE TRIAL AND POSSIBLE SENTENCE

Burrows was arrested and found guilty of 54 charges at Chester Crown Court, including sexual abuse of children, indecent assault, and the use of a false identity. Burrows, who has been a fugitive since 1997, is said to face a sentence of up to life imprisonment when he appears in court next month. The use of AI-powered facial recognition technology is being regarded as a significant step forward in apprehending long-term fugitives.
