According to a statement from the Athletics Integrity Unit (AIU), prohibited substances were detected in samples taken from Guliyev between 2012 and 2014, when she was competing for Russia.
The 33-year-old athlete has been given a 2-year ban, effective from March 28, 2023.
It was stated that if Guliyev does not file an appeal by May 13, the ban will become binding and the silver medal she won at the London 2012 Olympics will be revoked.
Guliyev, who finished 3rd in the women's 800 meters at London 2012, had been promoted to 2nd place and awarded the silver medal after another Russian athlete, Mariya Savinova, who had won the gold, tested positive for doping.
Guliyev, who began competing for Turkey in 2022, won the gold medal in the women's 800 meters at the 19th Mediterranean Games held in Algeria that same year.
