Entry to forests in Istanbul banned for 4 months

In Istanbul, entry to forest areas has been banned for 4 months against the threat of forest fires.

The Istanbul Governor's Office, which signed off on this decision, announced the restriction of entry to forests in the city due to the fire threat with the following words:

“With the arrival of the summer season, it is observed that vehicle and human mobility in forest areas has increased significantly. In parallel with this increase, a series of measures have been taken to prevent forest fires that occur every year during the summer months and cause serious damage to our forests in Istanbul.”

The statement included the following expressions:

Entry to forest areas other than those on the list at the end of the statement is prohibited between June 10, 2024, and October 15, 2024.

- It is permitted to have picnics, engage in sports, hiking, etc., in picnic and recreation areas, nature parks, groves, parks, and eco-tourism areas located within the borders of Istanbul.

- Barbecuing, using gas canisters, hookahs, and lighting any kind of fire in forest areas outside the list specified below is prohibited.

- Burning trees, branches, and any kind of vegetation for reasons such as stubble, vineyard-garden, olive grove, and field cleaning is prohibited in villages and neighborhoods, especially those within the scope of Articles 31 and 32 of the Forest Law, as well as in villages and neighborhoods inside, adjacent to, or not connected to forests.

- Facilities and industrial establishments near forest areas must take all preventive measures completely before activities that carry a risk of affecting forest areas.

- Organizations related to the construction and maintenance of energy transmission lines (BEDAŞ, AYEDAŞ, and TEİAŞ) will perform necessary maintenance on sections of energy lines that pass through forest areas, take all kinds of precautions against fire risk, and implement power cuts when necessary.

- All our municipalities will create a protection belt around waste collection areas located inside, on the edge of, or adjacent to forests and will keep the necessary heavy machinery (dozers, loaders, excavators) ready against fire risk.

Citizens who wish to enter prohibited areas to feed stray animals may feed stray animals living in the forest, provided that they notify the relevant district security units and Forest Management Chiefdoms of their identities, the location, and the time they will be feeding, and obtain permission. These individuals are not exempt from the bans on picnicking and lighting fires in the prohibited area.

- Inspection teams formed from general law enforcement and forest law enforcement under the coordination of our District Governorates and the Regional Directorate of Forestry will carry out effective surveillance and inspections.

In necessary cases, effective intervention against fire will be ensured by using all public and private sector resources under the order of our District Governors.

- These decisions apply to all forest areas except those included in the list below.

- Administrative and judicial proceedings will be initiated against those who act contrary to the decisions and measures mentioned above in accordance with the Forest Law No. 6831, the Turkish Penal Code, and the Misdemeanor Law.
