New era in municipal revenues: Divided into 5 classes

The "General Communiqué on the Municipal Revenues Law" prepared by the Ministry of Environment, Urbanization and Climate Change has been published in the Official Gazette and entered into force. With the new regulation, municipalities have been divided into five groups based on population and development criteria.

New era in municipal revenues: Divided into 5 classes

The "General Communiqué on the Municipal Revenues Law" prepared by the Ministry of Environment, Urbanization and Climate Change has been published in the Official Gazette and entered into force. With the communiqué, the grouping criteria used as a basis for municipal revenue practices have been updated.

In the new regulation, population size and the level of economic and social development were determined as the fundamental criteria for the classification of municipalities.

MUNICIPALITIES DIVIDED INTO FIVE GROUPS

According to the communiqué, municipalities have been gathered into five separate groups:

  • Municipalities with a population of over 250 thousand are in the first group,
  • Municipalities with a population between 100 thousand 1 and 250 thousand are in the second group,
  • Municipalities with a population between 50 thousand 1 and 100 thousand are in the third group,
  • Municipalities with a population between 10 thousand 1 and 50 thousand are in the fourth group,
  • Municipalities with a population of 10 thousand and below are classified as the fifth group.
  • This classification will be decisive in the revenue items and financial practices of the municipalities.

OPPORTUNITY TO MOVE TO A HIGHER GROUP

According to the regulation, municipalities with strategic importance in terms of industry, trade, or tourism, as well as municipalities that are district centers, may be moved to the category one level above their current group.

Additionally, provincial center municipalities with a population under 100 thousand 1 will be evaluated directly within the scope of the second group.

TÜİK DATA USED AS BASIS

In determining the population of municipalities, the 2025 Address-Based Population Registration System data published by the Turkish Statistical Institute (TÜİK) was taken as the basis.

The Ministry of Environment, Urbanization and Climate Change will be responsible for the implementation and execution of the provisions of the communiqué.
