Traffic fine 'target' exceeded in 2025

Budget realization figures announced by the Ministry of Treasury and Finance have revealed a significant gap in the collection of administrative fines applied in 2025. While a total of 1.2 trillion TL in fines was issued throughout the year, only 261.7 billion TL of this amount entered the public coffers.

A significant portion of the fines issued consisted of traffic enforcement. According to the data, 27 percent of the total fines stemmed from traffic sanctions applied to drivers. Throughout the year, 111.1 billion TL in traffic fines were issued.

According to the report by Nisanur Yıldırım from Nefes, while a revenue target of 55 billion TL was set for traffic fines for 2025, this figure was exceeded by 26.4 percent. The total amount collected from traffic fines last year reached 69.5 billion TL. Thus, the collection rate for traffic fines rose to the 62.6 percent level.

For the coming year, the target has been raised even further. In the 2026 budget, the expected revenue from traffic fines has been set at 93.1 billion TL. If the Highway Traffic Law Proposal, which is currently being debated in the Grand National Assembly of Turkey (TBMM) General Assembly, is enacted, it is anticipated that fines and the associated revenues will increase even further.
