European leaders meet at Ukraine summit: Is a 'nuclear umbrella' being implemented?

European Union (EU) leaders reached an agreement at a defense summit held in Brussels to increase defense spending. The summit highlighted the need to strengthen Europe's defense capacity following the U.S. suspension of military aid to Ukraine.

EU leaders supported the European Commission's proposal to provide fiscal flexibility in defense spending and to allow for joint borrowing of up to 150 billion euros (160 billion dollars) for member states' military investments. Summit chair Antonio Costa emphasized that ''the European Union is rising to this challenge, strengthening its defense sector, and standing by Ukraine.''

EU TO PROVIDE SUPPORT TO UKRAINE

Messages of support for Zelenskyy were delivered at the summit. EU leaders guaranteed that aid to Ukraine would continue. The statement was adopted without the participation of Hungarian Prime Minister Viktor Orban. Orban was known as a leader who improved relations with Moscow and stood close to former U.S. President Donald Trump.

WHAT MESSAGE DID EUROPEAN LEADERS SEND?

Zelenskyy, who was invited to the meeting, called on EU leaders to ensure a ceasefire between Russian and Ukrainian forces in the air and at sea. Zelenskyy stated that such a ceasefire would ''offer an opportunity to test Moscow's willingness to end the occupation.'' European leaders, who supported Zelenskyy with their statements, discussed the idea of creating a 'nuclear umbrella' covering Europe to support Ukraine.

The U.S. suspension of military aid to Ukraine brought the need for Europe to act more independently in the field of defense to the agenda. French President Emmanuel Macron said, ''No matter what happens in Ukraine, Europe needs to build its own autonomous defense capabilities.''

Macron brought up the idea of extending France's nuclear deterrence to its European partners. This proposal was welcomed by some leaders, such as Lithuanian President Gitanas Nauseda. Nauseda remarked, ''Such a nuclear umbrella could provide serious deterrence against Russia.''

According to NATO data, the U.S. provided more than 40 percent of the military aid given to Ukraine last year. Germany's outgoing Chancellor Olaf Scholz stated, ''We must guarantee U.S. support in the coming months and years. Ukraine's defense depends on their contribution.''
