First assessment following the lifting of sanctions on Syria

In a written statement issued by the Ministry of Foreign Affairs, it was stated that the EU's decision to lift all economic sanctions imposed during the era of the ousted Bashar al-Assad regime "opens the door to a new era in Syrian-European relations."

The statement expressed that the decision is welcomed and that the EU took this step in full compliance with its own legal framework and the principles of the rule of law.

The statement noted, "Sanctions should be reviewed once their objectives have been achieved. This step demonstrates the EU's support for constructive engagement in both legal and diplomatic terms, and for Syria's transition to a future based on stability, human rights, and economic development."

It was also emphasized that the decision is "a tribute to the long-standing struggle and resilience of the Syrian people."

Pointing out that the lifting of sanctions will offer Syrians living in Europe the opportunity to reinvest in their country and contribute to the reconstruction process by returning, the statement also noted that an important foundation has been established for deepening political and security cooperation between Syria and Europe.

It was stated that the Syrian government is ready to strengthen cooperation with European companies and investors in the new era, and it was emphasized that an appropriate environment will be prepared to support economic recovery and sustainable development.

The statement included the following: "Europe has long stood by the Syrian people through its humanitarian aid, hosting of refugees, and commitment to the principle of justice. Today, what Syria needs is more friends and partners, and fewer obstacles. We need genuine cooperation. We hope that this relationship will move beyond humanitarian aid and transform into a true economic and political partnership."

On behalf of Syria, the EU, its member states, and the European peoples were thanked, and it was noted that they are ready for a new era of cooperation based on mutual respect and a shared vision for the future.

EU High Representative for Foreign Affairs and Security Policy Kaja Kallas had announced that a decision had been made to lift economic sanctions on Syria.

EU SANCTIONS ON SYRIA

The EU's sanctions on Syria began in May 2011 following the outbreak of the civil war.

Individual restrictive measures, such as travel bans and asset freezes, were taken against persons linked to the regime and held responsible for human rights violations. Critical figures in the regime's inner circle, from Bashar al-Assad to ministers, were included on the list.

The EU also imposed sectoral sanctions on Syria, targeting sectors at the heart of the regime's financial network. In this context, the import of crude oil and petroleum products, and the export of goods that could be used for both military and civilian purposes, as well as certain communication equipment, were restricted. The sanctions also covered the financing of certain ventures and infrastructure projects.

Following the overthrow of the regime, the EU had taken the first step in this regard on February 24, 2025, by announcing its decision to "suspend" sanctions targeting sectors such as banking, energy, and transportation in Syria.

EU officials emphasize that the decisions regarding the lifting of sanctions are "reversible" and that the situation in the country is being closely monitored.
